DBM Press Release

Proposed 2027 funding for Expanded 4PH housing subsidies jumps from P35 million in 2026 GAA

For more than 125,000 Filipinos dreaming of owning a home, the proposed 2027 National Budget is putting P1.12 billion behind that dream—helping bring down the cost of housing and make homeownership more attainable for Filipino families.

The Marcos Administration is proposing P1.12 billion for the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program in 2027, with P1.085 billion earmarked directly for interest and non-interest subsidies benefiting 125,667 Filipinos. The remaining P33.0 million will support the program’s administrative requirements.

The proposed funding represents a major increase from the P35 million provided under the FY 2026 General Appropriations Act (GAA) and is 60 percent higher than the P700 million originally proposed under the FY 2026 National Expenditure Program (NEP).

Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon said the investment reflects a broader approach to social protection—one that does not stop at providing immediate assistance but helps Filipino families build long-term security.

“Beyond providing immediate assistance, this budget also invests in the long-term well-being of Filipino families by ensuring access to safe and secure housing,” Secretary Kim De Leon said during the presentation of the proposed FY 2027 National Expenditure Program.

He added that the proposed budget continues to advance the 4PH Program, “with Php 1.12 billion allocation, to provide more than 125,000 beneficiaries with access to safe, decent, and affordable housing.”

The increased allocation supports President Ferdinand R. Marcos Jr.’s push to make homeownership more attainable by expanding affordable housing options and improving access to financing.

In his 2026 State of the Nation Address (SONA), President Marcos reported that more than 500,000 homes had already been built and financed under the government’s housing programs, including more than 100,000 added within just one year through the Expanded 4PH Program.

The President also stressed that addressing the country’s housing needs requires the combined efforts of government housing agencies, local government units, and the private sector.

The Chief Executive likewise underscored the importance of affordable financing, noting that a sound lending system is key to bringing monthly housing costs within reach of more Filipino families.

Under Executive Order No. 34 dated July 17, 2023, the 4PH Program was declared a flagship program of the Marcos Administration to accelerate the provision of adequate and affordable housing nationwide.

The program was subsequently expanded to adopt a more beneficiary-centered approach to housing development and financing, widening the options available to Filipino families and supporting the development of safe, dignified, and sustainable communities.

Under the Expanded 4PH Program, qualified beneficiaries across different housing modalities may receive interest subsidies. These include vertical and horizontal housing developments, high-density housing projects, and Real and Other Properties Acquired (ROPA) financed under Pag-IBIG Fund Circular No. 473.

“Beyond providing immediate assistance, this budget also invests in the long-term well-being of Filipino families by ensuring access to safe and secure housing,” pahayag ni Acting Secretary Kim De Leon habang ipinepresenta ang FY 2027 National Expenditure Program.

Dagdag pa niya, patuloy na isinusulong ng proposed budget ang 4PH Program, “with Php 1.12 billion allocation, to provide more than 125,000 beneficiaries with access to safe, decent, and affordable housing.”
