DBM Press Release

More than sevenfold increase to support EV infrastructure in government offices, charging-system testing facility
The Department of Budget and Management (DBM) is proposing almost P229 million under the proposed Fiscal Year (FY) 2027 National Expenditure Program (NEP) for the Electric Vehicle Industry Development Program (EVIDP)—more than seven times its P32.46-million allocation under the FY 2026 General Appropriations Act (GAA).
The proposed P228.92 million funding represents a 605.17-percent increase to support the Electric Vehicle Infrastructure Scoping, Implementation and Operationalization in Selected Government Offices (EVision) Project, as well as the establishment of an Electric Vehicle Charging System Testing Facility.
The increased investment will help build the infrastructure needed to make electric mobility more accessible, convenient, and practical in government operations—from expanding charging facilities in selected government offices to strengthening the capacity to test EV charging systems. These investments can help support wider EV adoption and the government’s shift toward cleaner mobility, paving the way for less smoke on the roads and cleaner transport for Filipinos.
The proposed investment is aligned with President Ferdinand R. Marcos Jr.’s clean-energy agenda, which he highlighted in his 2026 State of the Nation Address (SONA).
“Consistent with our clean energy drive, we have encouraged the adoption of electric vehicles. We have removed all tariffs on EVs until 2028 to bring down market prices, and government has also been mandated to prioritize electric vehicles in their refleeting plans,” President Marcos Jr. said.
The EV program forms part of the P5.58-billion budget proposed for the Department of Energy (DOE) in 2027, which is 25.74 percent higher than its P4.43-billion allocation under the FY 2026 GAA.
DBM Acting Secretary Kim Robert C. De Leon said the proposed budget reflects the government’s continuing investment in a more secure and sustainable energy sector while supporting the transition to cleaner technologies.
“A secure, reliable, and sustainable energy sector is essential to economic growth and improving the quality of life of every Filipino. Accordingly, the proposed FY 2027 budget invests in projects that strengthen the country’s energy security while expanding access to electricity and supporting the transition to cleaner energy technologies," De Leon said.
Beyond cleaner mobility, the proposed FY 2027 DOE budget also strengthens the country’s capacity to develop indigenous energy resources.
A total of P1.36 billion is proposed for the Philippine Gradiometry and Seismic Survey Project, more than double its P627.50-million allocation under the FY 2026 GAA.
The project supports the exploration and assessment of the country’s potential indigenous energy resources, generating information that can help guide the development of domestic energy sources and reduce dependence on imported energy over the longer term.
Through higher investments in electric mobility and domestic energy development, the proposed FY 2027 DOE budget supports the transition to cleaner transport technologies while strengthening the country’s energy security for the years ahead.

State of the Nation Address (SONA).
“Consistent with our clean energy drive, we have encouraged the adoption of electric vehicles. We have removed all tariffs on EVs until 2028 to bring down market prices, and government has also been mandated to prioritize electric vehicles in their refleeting plans,” pahayag ng Pangulo.
“A secure, reliable, and sustainable energy sector is essential to economic growth and improving the quality of life of every Filipino. Accordingly, the proposed FY 2027 budget invests in projects that strengthen the country’s energy security while expanding access to electricity and supporting the transition to cleaner energy technologies," saad ni Acting Secretary De Leon.
