2027 budget backs rice production, farm modernization, and affordable rice access through three major programs
The administration of President Ferdinand R. Marcos Jr. is proposing P69.9 billion for three major rice programs in 2027, mounting a three-pronged push to increase domestic rice production, raise the productivity and incomes of Filipino farmers, and help keep the country’s staple food affordable and accessible to Filipino families.
Under the proposed Fiscal Year (FY) 2027 National Expenditure Program (NEP), P29.9 billion is provided for the National Rice Program, P30 billion for the Rice Competitiveness Enhancement Fund (RCEF), and P10 billion for the Rice for All Program.
Together, these investments reinforce government support across the rice value chain—from seeds, farm inputs, machinery, irrigation, credit, and training for farmers to programs that bring affordable rice closer to consumers.
Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon said the proposed investments form part of the Marcos Jr. Administration’s broader food security agenda, which puts greater productivity and better livelihoods for farmers and fisherfolk at the center of the country’s efforts to secure its food supply.
"For agriculture and food security, Php 261.7 billion is proposed across the agriculture sector, supporting programs that increase productivity, strengthen food security, and improve the incomes of our farmers and fisherfolk,” Acting Secretary De Leon said during the Development Budget Coordination Committee (DBCC)-Senate Briefing on the proposed FY 2027 NEP.
P29.9 billion to boost rice production
The proposed P29.9 billion for the National Rice Program, one of the Department of Agriculture’s (DA) banner programs, will support the provision of quality seeds, farm inputs, extension services, and modern production technologies aimed at increasing rice farmers’ productivity and incomes.
By strengthening farmers’ access to the resources and technologies needed to produce more efficiently, the program seeks to reinforce domestic rice production and contribute to a more resilient national food supply.
P30 billion to make rice farmers more competitive
Another P30 billion is proposed for RCEF, sustaining investments designed to improve the productivity, profitability, and competitiveness of Filipino rice farmers.
Pursuant to Republic Act No. 12078, RCEF was extended until 2031, with its annual allocation increased threefold—from P10 billion to P30 billion—to be sourced from all tariffs collected from rice importation.
Of the P30 billion, P9 billion will support rice farm machinery and equipment through the Philippine Center for Postharvest Development and Mechanization (PHilMech), while P6 billion will fund rice seed development, propagation, and promotion through the Philippine Rice Research Institute (PhilRice).
The remaining P15 billion will support other priority programs, activities, and projects, including rice training and extension services, financial assistance to rice farmers, expanded rice credit assistance, composting facilities, irrigation and soil health improvement, pest and disease management, and farming support programs of the DA and the National Irrigation Administration under the contract farming program.
P10 billion to bring affordable rice closer to Filipinos
Complementing investments on the production side, P10 billion is proposed for the Rice for All Program, helping make affordable rice available to Filipino consumers through KADIWA Centers and other accredited facilities nationwide.
The program strengthens the consumer side of the government’s food security strategy by helping ensure that efforts to improve agricultural productivity ultimately translate into greater access to affordable rice for Filipino households.
Taken together, the P69.9-billion investment represents a three-pronged rice strategy: produce more at home, strengthen the farmers who grow the country’s staple, and make affordable rice more accessible to Filipino families.
President Ferdinand R. Marcos Jr. underscored that building a food-secure Philippines ultimately begins with strengthening the people whose livelihoods sustain the country’s food supply.
“The strength of our nation begins with the strength of those who cultivate our land and harvest our seas. Every decision we make in agriculture is an investment toward advancing food security, rural development, economic resilience, and our people’s well-being,” the President said in his Budget Message for FY 2027.
Food security remains among the Administration’s highest priorities as it pursues the goal of achieving zero hunger by 2030, with the proposed FY 2027 investments seeking to strengthen both sides of the equation: empowering Filipino farmers to produce more and earn more, while helping Filipino families put affordable rice on the table.

Alinsunod sa Republic Act No. 12078, pinalawig ang RCEF hanggang 2031 at itinaas nang tatlong beses ang annual allocation nito—mula P10 billion tungong P30 billion—na kukunin mula sa lahat ng taripa na makokolekta mula sa rice importation.
Sa P30-billion allocation, P9 billion ang ilalaan para sa rice farm machinery at equipment sa pamamagitan ng Philippine Center for Postharvest Development and Mechanization (PHilMech), habang P6 billion naman ang mapupunta sa rice seed development, propagation, at promotion sa pamamagitan ng Philippine Rice Research Institute (PhilRice).

P10 billion para mas mailapit ang abot-kayang bigas sa mga Pilipino
Bilang suporta naman sa consumer side, P10 billion ang proposed funding para sa Rice for All Program upang makatulong na gawing mas accessible sa mga Pilipinong consumer ang abot-kayang bigas sa pamamagitan ng KADIWA Centers at iba pang accredited facilities sa buong bansa.
Pinalalakas ng programa ang consumer side ng food security strategy ng gobyerno upang matiyak na ang mga hakbang para mapataas ang agricultural productivity ay magreresulta rin sa mas malawak na access ng mga pamilyang Pilipino sa abot-kayang bigas.
Sa kabuuan, ang P69.9-billion investment ay bahagi ng three-pronged rice strategy ng gobyerno: pataasin ang local rice production, palakasin ang mga magsasakang nagtatanim ng pangunahing pagkain ng bansa, at gawing mas accessible ang abot-kayang bigas para sa bawat pamilyang Pilipino.
Binigyang-diin ni Pangulong Ferdinand R. Marcos Jr. na ang pagkakaroon ng food-secure na Pilipinas ay nagsisimula sa pagpapalakas sa mga taong ang kabuhayan ang nagsisilbing pundasyon ng food supply ng bansa.

Sa pamamagitan ng proposed FY 2027 investments, patuloy na pinalalakas ng gobyerno ang dalawang mahalagang bahagi ng food security—binibigyan ng suporta ang mga Pilipinong magsasaka upang makapag-produce at kumita nang higit, habang tinutulungan ang mga pamilyang Pilipino na magkaroon ng abot-kayang bigas sa kanilang hapag.
