DBM Sec. Kim De Leon says budget must be judged not by how much gov’t spends, but by how much better it serves Filipinos
The Marcos Administration’s Economic Team presented before the Senate on Thursday the proposed P7.2-trillion Fiscal Year (FY) 2027 National Budget, laying out a spending plan that addresses Filipinos’ immediate needs while exercising fiscal discipline, prioritizing high-impact investments, and protecting the country’s long-term development goals.
Development Budget Coordination Committee (DBCC) Chair and Department of Budget and Management (DBM) Acting Secretary Kim C. De Leon led the presentation of the FY 2027 National Expenditure Program (NEP), formally marking the start of the Senate’s scrutiny of the proposed national budget.
At P7.2 trillion, the proposed budget is P407 billion, or 6.0 percent, higher than the FY 2026 General Appropriations Act and equivalent to 21.7 percent of gross domestic product (GDP).
“The National Expenditure Program before you represents the Executive’s best judgment of how limited public resources can respond to the country’s immediate needs while protecting our long-term fiscal and development goals,” Acting Secretary De Leon said.
The Acting Budget Secretary emphasized that the proposed budget was shaped by months of rigorous review, with limited fiscal space requiring deliberate choices and prioritization of programs and projects that are implementation-ready, capable of delivering the greatest impact, and provide the best value for Filipinos.
Carrying the theme “People-Centered Growth for an Inclusive and Resilient Future,” the FY 2027 NEP seeks to ensure that economic progress translates into tangible improvements in the lives of Filipinos across regions and communities.
De Leon stressed that beyond allocations and spending levels, the ultimate measure of the national budget must be the results government delivers.
“That is the standard by which this budget should ultimately be judged: not simply by how much government spends, but by how much better government is able to serve,” the Acting Budget Chief said.
Senate Committee on Finance Chairperson Senator JV Ejercito likewise underscored the need for a national budget that responds to the basic needs of Filipinos while ensuring public funds are spent as authorized.
“Isinusulong natin ang 2027 budget na isang budget na tutugon sa pangunahing pangangailangan o basic needs ng ating mga kababayan — isang people’s budget. This is where we fully agree with the budget message of President Bongbong Marcos. For when we invest in our people, we invest in the future of our nation,” Senator JV Ejercito said.
Economic Team: Protect stability, prioritize high-impact investments
The country’s economic managers also presented the macroeconomic and fiscal foundations of the P7.2-trillion spending plan, emphasizing price stability, fiscal sustainability, economic resilience, and investments that generate jobs and lasting economic value.
Bangko Sentral ng Pilipinas (BSP) Governor Eli M. Remolona Jr. told senators that the central bank remains focused on bringing inflation back toward its target amid global supply pressures, while affirming that the Philippine banking system remains strong and resilient.
“Looking ahead, we expect inflation to gradually move closer to our target over the medium term. At the same time, we remain vigilant about the continued risk to the inflation outlook,” Remolona said, adding that banks remain well-capitalized, adequately provisioned, and supported by ample liquidity.
“Together with the country’s solid external position, these strengths provide important buffers against global challenges and uncertainties. Overall, these developments support the macro economic assumptions that underpin the proposed fiscal year 2027 national budget,” BSP Governor Remolona said.
Department of Finance (DOF) Secretary Frederick D. Go, meanwhile, underscored the Economic Team’s commitment to responsible fiscal management through stronger revenues, prudent expenditure management, and fiscal buffers against future shocks.
“We look forward to working closely with the Senate [to ensure] that the government lives within its means. This means making difficult choices, prioritizing programs and investments with the greatest impact, and ensuring that new spending commitments are matched by sustainable sources of funding,” Secretary Go said.
He also emphasized that government resources must be directed toward investments that generate jobs and create lasting economic value.
“Our national budget can work harder if we invest in programs and projects that can help shape our future. We must look beyond the present and invest in high multiplier programs and projects that create lasting economic value, those that create jobs,” the Finance Secretary said.
Department of Economy, Planning, and Development (DepDev) Secretary Arsenio M. Balisacan, for his part, emphasized the need to accelerate implementation and translate reforms into concrete outcomes.
“Our direction remains anchored in the Philippine Development Plan. Over the administration’s final two years, the focus is an accelerating execution, resolving implementation bottlenecks, and translating reforms into concrete results,” DepDev Secretary Balisacan said.
DBM vows transparency, constructive engagement throughout budget deliberations
As the Senate begins its review of the proposed FY 2027 National Budget, De Leon affirmed the readiness of the DBM and DBCC to account for the assumptions, priorities, and recommendations in the NEP and engage constructively with lawmakers throughout the deliberations.
“On the part of the DBM and the Development Budget Coordination Committee, we come before this Senate prepared to explain our assumptions, account for our recommendations, and engage constructively throughout your deliberations,” Acting Sec. De Leon said.
The Budget Chief stressed that the Executive and Congress share the responsibility of ensuring that the final national budget remains credible, transparent, fiscally disciplined, and responsive to Filipinos’ needs.
“We therefore look forward to working with the Senate toward a FY 2027 National Budget that is disciplined in its choices, credible in its commitments, transparent in its use, and meaningful in the lives of our people,” he ended.

Iprinisinta ng Economic Team ng Marcos Administration sa Senado nitong Huwebes ang panukalang P7.2-trillion National Budget para sa taong 2027, na naglalatag ng spending plan ng gobyerno na layong tumugon sa agarang pangangailangan ng mga Pilipino habang pinananatili ang disiplina sa pananalapi, pagbibigay-prayoridad sa high-impact investments, at pagprotekta sa layuning pangmatagalang pag-unlad ng bansa.
Pinangunahan ni Development Budget Coordination Committee (DBCC) Chair at Department of Budget and Management (DBM) Acting Secretary Kim C. De Leon ang presentasyon ng FY 2027 National Expenditure Program (NEP), na pormal na nagmarka sa pagsisimula ng pagsusuri ng Senado sa panukalang national budget.
Umaabot sa P7.2 trillion ang panukalang budget, o P407 billion na mas mataas—katumbas ng 6.0 percent—kumpara sa FY 2026 General Appropriations Act. Katumbas din ito ng 21.7 percent ng gross domestic product (GDP) ng bansa.

Binigyang-diin ni Acting Budget Secretary De Leon na dumaan ang panukalang budget sa ilang buwang masusing pagsusuri. Dahil limitado ang fiscal space, kinailangang gumawa ng maingat na mga desisyon at magtakda ng prayoridad sa mga programa at proyektong handa nang ipatupad, may pinakamalaking potensyal na epekto, at nagbibigay ng pinakamainam na halaga para sa mga Pilipino.
Sa temang “People-Centered Growth for an Inclusive and Resilient Future,” layunin ng FY 2027 NEP na matiyak na ang paglago ng ekonomiya ay nagreresulta sa konkretong pagbuti ng pamumuhay ng mga Pilipino sa iba’t ibang rehiyon at komunidad.
Binigyang-diin ni De Leon na bukod sa allocations at spending levels, ang pinakamahalagang sukatan ng national budget ay ang mga resultang naihahatid ng gobyerno.

Economic Team: Protektahan ang stability, bigyang-priyoridad ang high-impact investment
Iprinisinta rin ng economic managers ng bansa ang macroeconomic at fiscal foundations ng P7.2-trillion spending plan, na nagbibigay-diin sa price stability, fiscal sustainability, economic resilience, at mga pamumuhunan na naglilikha ng mga trabaho at pangmatagalang economic value.
Sinabi naman ni Bangko Sentral ng Pilipinas (BSP) Governor Eli M. Remolona Jr. sa mga senador na nananatiling nakatuon ang central bank sa pagpapanumbalik ng inflation sa target nito sa gitna ng global supply pressures, habang kinukumpirma na nananatiling matatag at resilient ang Philippine banking system.
“Looking ahead, we expect inflation to gradually move closer to our target over the medium term. At the same time, we remain vigilant about the continued risk to the inflation outlook,” ayon kay Remolona, na sinabi ring nananatiling well-capitalized, adequately provisioned, at suportado ng sapat na liquidity ang mga bangko.
“Together with the country’s solid external position, these strengths provide important buffers against global challenges and uncertainties. Overall, these developments support the macro economic assumptions that underpin the proposed fiscal year 2027 national budget,” pahayag ni BSP Governor Remolona.
Samantala, binigyang-diin ni Department of Finance (DOF) Secretary Frederick D. Go ang pangako ng Economic Team sa responsableng pamamahala ng pondo ng bayan sa pamamagitan ng pagpapalakas ng kita, maingat na expenditure management, at pagpapanatili ng fiscal buffers laban sa mga posibleng banta o future shocks.
“We look forward to working closely with the Senate [to ensure] that the government lives within its means. This means making difficult choices, prioritizing programs and investments with the greatest impact, and ensuring that new spending commitments are matched by sustainable sources of funding,” saad ni Secretary Go.
Binigyang-diin din niya na dapat ilaan ang government resources sa mga investment na lumilikha ng trabaho at pangmatagalang economic value.
“Our national budget can work harder if we invest in programs and projects that can help shape our future. We must look beyond the present and invest in high multiplier programs and projects that create lasting economic value, those that create jobs,” ayon sa Finance Secretary.
Para naman kay Department of Economy, Planning, and Development (DepDev) Secretary Arsenio M. Balisacan, kailangang pabilisin ang implementation at maisalin ang mga reporma sa konkretong resulta.
“Our direction remains anchored in the Philippine Development Plan. Over the administration’s final two years, the focus is an accelerating execution, resolving implementation bottlenecks, and translating reforms into concrete results,” ayon kay DepDev Secretary Balisacan.
DBM nangakong magiging transparent at makikipag-ugnayan nang maayos sa buong budget deliberations
Sa pagsisimula ng Senado sa pagsusuri sa panukalang FY 2027 National Budget, tiniyak ni De Leon na handa ang DBM at DBCC na ipaliwanag at panagutan ang mga assumptions, priorities, at recommendations sa NEP, at makipagtulungan nang maayos sa mga mambabatas sa buong proseso ng deliberasyon.
“On the part of the DBM and the Development Budget Coordination Committee, we come before this Senate prepared to explain our assumptions, account for our recommendations, and engage constructively throughout your deliberations,” saad ni Acting Sec. De Leon.
