The administration of President Ferdinand R. Marcos Jr. is proposing a P10-billion increase in funding for the Revised Armed Forces of the Philippines Modernization Program (RAFPMP), bringing its allocation to P50 billion in 2027, as the government moves to further strengthen the country’s defense capabilities amid evolving security challenges.

 

Complementing the P50-billion modernization fund, the proposed Fiscal Year (FY) 2027 National Budget also provides P73.67 billion for the subsistence allowance of 583,130 military and uniformed personnel (MUP), sustaining government support for the men and women at the frontlines of national security, peace and order, and public safety.

 

According to the Department of Budget and Management (DBM), led by Acting Secretary Kim Robert C. De Leon, the proposed investments reflect the Marcos Administration’s two-pronged approach to strengthening national security: building the capabilities needed to defend the country while ensuring adequate support for the personnel entrusted with that mission.

 

The proposed P50 billion for the RAFPMP, up from P40 billion in FY 2026, will help partially fulfill the requirements of the AFP modernization program and further enhance the military’s capabilities to safeguard Philippine sovereignty and territorial integrity.

 

Established pursuant to Republic Act No. 7898, or the AFP Modernization Act, as amended by Republic Act No. 10349, the RAFPMP seeks to develop the capabilities of the Armed Forces of the Philippines (AFP) to uphold the sovereignty and preserve the patrimony of the Republic, secure national territory, and protect the Filipino people.

 

Beyond modernizing the country’s defense capabilities, the proposed FY 2027 National Budget also sustains the higher subsistence allowance for military and uniformed personnel.

 

A total of P73.67 billion is proposed to cover the subsistence allowance of 583,130 MUP, recognizing the demands placed on personnel who remain on duty to protect communities, maintain peace and order, respond to emergencies, and safeguard national security.

 

Pursuant to Executive Order No. 107 (s. 2025), the daily subsistence allowance of qualified MUP was increased from P150 to P350 effective January 1, 2026, providing greater meal support to personnel who are required to remain available for duty even during mealtimes.

 

The proposed FY 2027 allocation for MUP subsistence allowance is P2.15 billion, or 3.0 percent, higher than the FY 2026 GAA level, primarily due to the projected increase in filled positions among military and uniformed services next year.

 

President Marcos has emphasized that strengthening national security is integral to sustaining the country’s broader development agenda.

 

“Peace, stability, and national security remain indispensable to sustaining economic progress and national development,” President Marcos said in his Budget Message for FY 2027.

 

Through the proposed FY 2027 National Budget, the DBM is backing a defense sector that is better equipped to respond to emerging security challenges and better supported in carrying out its mission—strengthening both the capabilities that defend the nation and the men and women who stand ready to protect it.

Inihain ng administrasyon ni Pangulong Ferdinand R. Marcos Jr. ang karagdagang P10 bilyong pondo para sa Revised Armed Forces of the Philippines Modernization Program (RAFPMP), kaya aabot sa P50 bilyon ang allocation nito para sa 2027. Bahagi ito ng hakbang ng gobyerno para lalo pang palakasin ang defense capabilities ng bansa sa gitna ng umiigting na mga hamon sa ating seguridad.

 

Bukod sa P50-bilyong modernization fund, naglalaan din ang proposed Fiscal Year (FY) 2027 National Budget ng P73.67 bilyon para sa subsistence allowance ng 583,130 military and uniformed personnel (MUP). Layunin nitong ipagpatuloy ang suporta ng gobyerno sa mga kalalakihan at kababaihang nasa frontline ng national security, peace and order, at public safety.

 

Ayon sa Department of Budget and Management (DBM), sa pamumuno ni Acting Secretary Kim Robert C. De Leon, ipinapakita ng mga proposed investment na ito ang dalawang pangunahing paraan ng Marcos Administration sa pagpapalakas ng national security: pagpapalakas ng kapasidad na kailangan upang ipagtanggol ang bansa, habang tinitiyak din ang sapat na suporta para sa mga personnel na pinagkatiwalaang gampanan ang misyong ito.

 

Ang proposed P50 bilyon para sa RAFPMP, na mas mataas sa P40 bilyon noong FY 2026, ay makatutulong upang bahagyang matugunan ang mga pangangailangan ng AFP modernization program at lalo pang mapahusay ang kakayahan ng militar na protektahan ang sovereignty at territorial integrity ng Pilipinas.

 

Itinatag sa ilalim ng Republic Act No. 7898, o ang AFP Modernization Act, na inamyendahan ng Republic Act No. 10349, ang RAFPMP ay naglalayong paunlarin ang capabilities ng Armed Forces of the Philippines (AFP) upang pangalagaan ang sovereignty at patrimony ng Republika, tiyakin ang seguridad ng national territory, at protektahan ang mamamayang Pilipino.

 

Bukod sa modernization ng defense capabilities ng bansa, ipinagpapatuloy din ng proposed FY 2027 National Budget ang mas mataas na subsistence allowance para sa military and uniformed personnel.

 

Kabuuang P73.67 bilyon ang isinusulong na pondo para sa subsistence allowance ng 583,130 MUP bilang pagkilala sa kanilang mabibigat na tungkulin—mula sa pagprotekta sa mga komunidad at pagpapanatili ng peace and order hanggang sa pagtugon sa mga emergency at pangangalaga sa national security.

 

Alinsunod sa Executive Order No. 107 (s. 2025), itinaas mula P150 patungong P350 ang daily subsistence allowance ng mga kwalipikadong MUP simula Enero 1, 2026. Nagbibigay ito ng mas malaking suporta para sa kanilang pagkain, lalo na sa mga personnel na kailangang manatiling handang tumugon sa kanilang tungkulin kahit sa oras ng pagkain.

 

Ang proposed FY 2027 allocation para sa MUP subsistence allowance ay P2.15 bilyon, o 3.0 porsiyento, na mas mataas kumpara sa FY 2026 GAA level. Pangunahing dahilan nito ang inaasahang pagtaas ng bilang ng filled positions sa military at uniformed services sa susunod na taon.

 

Binigyang-diin ni Pangulong Marcos na mahalagang bahagi ng pagpapatuloy ng mas malawak na development agenda ng bansa ang pagpapalakas ng national security.

Sa ilalim ng proposed FY 2027 National Budget, patuloy na sinusuportahan ng DBM ang pagpapalakas sa defense sector upang mas maging handa ito sa mga bagong hamon sa seguridad at mas maayos na magampanan ang tungkulin nitong protektahan ang bansa. Kasabay nito, pinapalakas din ang kakayahan ng ating depensa at ang suporta sa mga kalalakihan at kababaihang handang maglingkod at magtanggol sa bayan.
