Upon the directive of Ferdinand R. Marcos Jr., the Department of Budget and Management (DBM) has released P43.180 billion to ensure the uninterrupted and immediate delivery of financial assistance, food support, pensions, and livelihood programs for millions of vulnerable Filipinos.

 

The funding, coursed through the Department of Social Welfare and Development (DSWD), is intended to sustain critical social protection interventions and fast-track the release of aid to families most affected by ongoing economic pressures.

 

“Malinaw ang direktiba ng Pangulo: walang delay, walang bottleneck. Kapag tulong para sa tao, dapat mabilis, diretso, at nararamdaman agad,”_ DBM Secretary Rolando U. Toledo said.

 

“Hindi ito basta numero sa budget. Ito ay pagkain sa mesa, ayuda sa oras ng pangangailangan, at seguridad para sa ating mga senior citizen. Kaya siniguro ng DBM na ang pondo ay agad na maipapadala kung saan ito pinaka-kailangan,” Sec. Toledo added.

 

“Sa panahon ng krisis, ang bilis ng pag-abot ng tulong ang tunay na sukatan ng serbisyo publiko. Iyan ang malinaw na mandato sa amin—at iyan ang aming tinutupad,” the DBM Secretary said.

 

The bulk of the released funds will go to the Protective Services for Individuals and Families in Difficult Circumstances, with an allocation of P36.867 billion.

 

Meanwhile, the Supplementary Feeding Program, which provides food to children enrolled in Child Development Centers and Supervised Neighborhood Plays, will receive P3.450 billion.

 

To continue providing a monthly stipend to the elderly nationwide, the Social Pension for Indigent Senior Citizens will get P2.053 billion.

 

Lastly, the Sustainable Livelihood Program will receive P810 million to support poor, vulnerable, and marginalized households in building sustainable sources of income.

 

The release of funds complies with the requirements under National Budget Circular No. 599, which provides that new budgetary items and those with increased appropriations in the FY 2026 General Appropriations Act (GAA) are subject to the submission of a Special Budget Request, approval from the Office of the President, and revised performance targets pursuant to the President’s Veto Message.

Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr., nagpalabas ang Department of Budget and Management (DBM) ng P43.180 bilyon upang masiguro ang tuluy-tuloy at agarang paghahatid ng tulong pinansyal, suporta sa pagkain, pensyon, at mga programang pangkabuhayan para sa milyun-milyong Pilipinong nangangailangan.

 

Ang pondo, na ipinadaan sa Department of Social Welfare and Development (DSWD), ay nakalaan para ipagpatuloy ang mahahalagang social protection interventions at pabilisin ang pagbibigay ng tulong sa mga pamilyang pinakaapektado ng patuloy na sitwasyon ng ekonomiya.

Samantala, ang Supplementary Feeding Program, na nagbibigay ng pagkain sa mga batang naka-enroll sa Child Development Centers at Supervised Neighborhood Plays, ay tatanggap ng P3.450 bilyon.

 

Upang maipagpatuloy naman ang pagbibigay ng buwanang pensyon sa mga nakatatanda sa buong bansa, makatatanggap ang Social Pension for Indigent Senior Citizens ng P2.053 bilyon.

 

Panghuli, ang Sustainable Livelihood Program ay makatatanggap ng P810 milyon upang suportahan ang mahihirap, vulnerable, at mga marginalized household para magkaroon sila ng pangmatagalang pagkukunan ng kabuhayan.

 

Ang pagpapalabas ng pondo ay alinsunod sa mga requirement sa ilalim ng National Budget Circular No. 599, na nagsasaad na ang mga bagong item sa badyet at ang mga nadagdagang pondo sa FY 2026 General Appropriations Act (GAA) ay nangangailangan ng pagsumite ng Special Budget Request, pagkuha ng approval mula sa Office of the President, at paglatag ng revised performance targets,  alinsunod sa Veto Message ng Pangulo.
