DBM fast-tracks funding for biggest rail projects to ease commute of millions of Filipinos
MANILA, Philippines — In a decisive push to accelerate the country’s most transformative transport projects, President Ferdinand R. Marcos Jr. has ordered the release of P44.17 billion to fast-track the implementation of the Metro Manila Subway Project (MMSP) Phase I and the North-South Commuter Railway (NSCR) System.
Acting on the President’s directive to deliver faster, more reliable public transportation, the Department of Budget and Management (DBM) released the funds to the Department of Transportation (DOTr) to cover critical loan proceeds requirements—ensuring that construction timelines remain on track and momentum is sustained.
The funding was authorized through two Special Allotment Release Orders (SAROs) approved by DBM Secretary Rolando “Rolly” U. Toledo on March 23, 2026.
“These are projects that Filipinos have waited decades for. Sa utos ng Pangulo, hindi na puwedeng maantala pa. We are making sure that funding is not the bottleneck—so these projects can move faster and deliver real relief to commuters,” Secretary Toledo said.
Once completed, the MMSP and NSCR are expected to dramatically cut travel time, decongest major corridors, and provide safer, more efficient mobility for millions of daily commuters—transforming how people move across Metro Manila and nearby provinces.
The P44.17 billion release is charged against the Unprogrammed Appropriations under the Fiscal Year 2026 General Appropriations Act (GAA), specifically for Support to Foreign-Assisted Projects (SFAPs)—a mechanism that ensures critical infrastructure projects continue without delay once financing requirements are met.
Of the total amount, P21.28 billion will fund the NSCR System and MMSP Phase I financed through the Japan International Cooperation Agency (JICA), while P22.88 billion will support the NSCR System under its loan agreement with the Asian Development Bank (ADB).
Secretary Toledo emphasized that the release underscores the administration’s commitment to turn infrastructure investments into immediate, tangible benefits for the public.
“Every peso we release for infrastructure is an investment in time saved, opportunities created, at ginhawa sa araw-araw ng ating mga kababayan. Hindi lang ito proyekto—ito ay solusyon sa hirap ng biyahe ng milyon-milyong Pilipino,” he added.
With sustained funding support, the DBM reaffirmed its commitment to ensure that high-impact infrastructure projects are implemented without delay—turning the national budget into concrete improvements in the lives of Filipinos.

DBM siniguro ang pagpopondo sa pinakamalalaking rail projects upang gumaan ang biyahe ng milyon-milyong Pilipino
MANILA, Philippines — Bilang malinaw na hakbang upang suportahan ang pagsasagawa at pagtatapos ng pinakamalalaking transport projects sa bansa, iniutos ni Pangulong Ferdinand R. Marcos Jr. ang pagpapalabas ng P44.17 bilyong pondo para mapabilis ang implementasyon ng Metro Manila Subway Project (MMSP) Phase I at ng North-South Commuter Railway (NSCR) System.
Alinsunod sa direktiba ng Pangulo na maghatid ng mas mabilis at mas maaasahang public transportation, inilabas ng Department of Budget and Management (DBM) ang pondo sa Department of Transportation (DOTr) upang tugunan ang mahahalagang loan proceeds requirements—upang masigurong tuloy-tuloy ang konstruksyon at hindi mawawala ang momentum ng mga nasabing proyekto.
Ang pondo ay inaprubahan ng DBM sa pamamagitan ng dalawang Special Allotment Release Orders (SAROs) na pinirmahan ni DBM Secretary Rolando “Rolly” U. Toledo noong March 23, 2026.
“Ito ang mga proyektong matagal nang hinihintay ng mga Pilipino. Sa utos ng Pangulo, hindi na puwedeng maantala pa. Tinitiyak natin na hindi magiging hadlang ang pondo—para mas mapabilis ang trabaho at maramdaman agad ang ginhawa ng mga commuter,” ayon kay Secretary Toledo.
Kapag natapos, inaasahang malaki ang mababawas sa oras ng biyahe, luluwag ang daloy ng trapiko sa mga pangunahing ruta, at magiging mas ligtas at mas maayos ang pagbiyahe ng milyon-milyong pasahero araw-araw—isang transpormasyon sa mobility at connectivity ng mga tao sa Metro Manila at mga kalapit na probinsya.
Ang P44.17 bilyong pondo ay ikinarga sa Unprogrammed Appropriations sa ilalim ng Fiscal Year 2026 General Appropriations Act (GAA), partikular para sa Support to Foreign-Assisted Projects (SFAPs)—isang mekanismo na tinitiyak na tuloy-tuloy ang mga kritikal na infrastructure project kapag kumpleto na ang financing requirements ng mga ito.
Sa kabuuang halaga, P21.28 bilyon ang mapupunta sa NSCR System at MMSP Phase I na may financing mula sa Japan International Cooperation Agency (JICA), habang P22.88 bilyon naman ang para sa NSCR System sa ilalim ng loan agreement nito sa Asian Development Bank (ADB).
Binigyang-diin ni Secretary Toledo na ipinapakita ng release na ito ang matibay na commitment ng administrasyon na gawing konkretong benepisyo para sa publiko ang mga infrastructure investment.
“Bawat piso na inilalabas natin para sa infrastructure ay investment sa mas mabilis na biyahe, mas maraming oportunidad, at ginhawa sa araw-araw na pamumuhay ng ating mga kababayan. Hindi lang ito proyekto—ito ay solusyon sa hirap ng biyahe ng milyon-milyong Pilipino,” dagdag niya.
Sa patuloy na suporta sa pagbibigay ng pondo, muling tinitiyak ng DBM ang commitment nito na maisakatuparan nang walang delay ang mga high-impact infrastructure project—nang sa ganon ay maging daan ang national budget sa pagkakaroon ng tunay at makabuluhang pagbabago sa buhay ng bawat Pilipino.
