DBM approves release to DOE to stabilize prices, protect transport, and ensure uninterrupted essential services
Acting on the directive of President Ferdinand R. Marcos Jr., the Department of Budget and Management (DBM) on March 24, 2026 approved the release of P20 billion through a Special Allotment Release Order (SARO) and Notice of Cash Allocation (NCA) to the Department of Energy (DOE) to secure the country’s fuel supply and shield Filipinos from the impact of the global oil crisis.
The funding, sourced from the Malampaya Gas Fund under the Special Account in the General Fund (SAGF), will support the government’s Emergency Energy Security Program, aimed at stabilizing fuel availability, preventing supply shortages, and cushioning the effects of volatile global oil prices.
The move comes amid escalating geopolitical tensions in the Middle East that have disrupted global oil production and distribution, posing serious risks to domestic fuel supply and the continuity of essential services.
Budget Secretary Rolando “Rolly” U. Toledo emphasized that the swift approval reflects President Marcos Jr.’s clear directive: ensure that no Filipino is left vulnerable to fuel disruptions.
“This is about protecting the daily life of every Filipino—from the jeepney driver and delivery rider, to our farmers, frontliners, and ordinary families. Kapag may problema sa fuel, apektado ang buong ekonomiya. Hindi puwedeng maghintay,” Secretary Toledo said.
“Under the President’s directive, we are moving with urgency to ensure that fuel remains available, prices are moderated, and essential services continue uninterrupted. This is government acting ahead of the crisis—not reacting after the damage is done.”
The P20 billion intervention will fund the strategic procurement of fuel products—including diesel, gasoline, and LPG—to boost national fuel inventory, stabilize pump prices, and ensure uninterrupted operations across transport, logistics, agriculture, emergency response, and other critical sectors.
The program will be implemented by the Philippine National Oil Company–Exploration Corporation (PNOC-EC), which has already initiated procurement activities to immediately augment domestic supply.
Secretary Toledo underscored that the intervention reflects a proactive and people-centered approach to governance, where government steps in decisively during critical moments.
“Hindi ito basta pondo. Ito ay seguridad—seguridad sa biyahe, sa hanapbuhay, at sa pang-araw-araw na buhay ng Pilipino.”
“Every peso we release here is meant to keep the economy moving, keep goods flowing, and keep services running. This is what fiscal discipline looks like—using public funds where they matter most, at the time they are needed most.”
The funding will be charged against the Malampaya Gas Fund, ensuring that resources are readily available for urgent national energy security needs without disrupting other priority programs.
As global uncertainties continue to affect energy markets, the Marcos administration is taking a firm and proactive stance—ensuring that the Philippines remains resilient, prepared, and protected.

DBM inaprubahan ang release sa DOE para ma-stabilize ang presyo, protektahan ang transport, at masigurong tuloy-tuloy ang pagbibigay ng essential services
Bilang pagtalima sa direktiba ni Pangulong Ferdinand R. Marcos Jr., inaprubahan ng Department of Budget and Management (DBM) noong March 24, 2026 ang pagpapalabas ng Special Allotment Release Order (SARO) at Notice of Cash Allocation (NCA) na nagkakahalaga ng P20 bilyon sa Department of Energy (DOE) upang masiguro ang fuel supply ng bansa at maprotektahan ang mga Pilipino mula sa epekto ng global oil crisis.
Ang pondo, na kinuha mula sa Malampaya Gas Fund sa ilalim ng Special Account in the General Fund (SAGF), ay susuporta sa Emergency Energy Security Program ng pamahalaan na layong patatagin ang fuel availability, maiwasan ang kakulangan sa supply, at mabawasan ang epekto ng pabago-bagong presyo ng langis sa world market.
Ang hakbang na ito ay kasunod ng tumitinding geopolitical tensions sa Middle East na nakaapekto sa global oil production at distribution, na siya namang nagdudulot ng seryosong banta sa fuel supply ng bansa at sa tuloy-tuloy na operasyon ng essential services.
