DBM fast-tracks funding for biggest rail projects to ease commute of millions of Filipinos
In a decisive push to accelerate the country’s most transformative transport projects, President Ferdinand R. Marcos Jr. has ordered the release of P44.17 billion to fast-track the implementation of the Metro Manila Subway Project (MMSP) Phase I and the North-South Commuter Railway (NSCR) System.
Acting on the President’s directive to deliver faster, more reliable public transportation, the Department of Budget and Management (DBM) released the funds to the Department of Transportation (DOTr) to cover critical loan proceeds requirements—ensuring that construction timelines remain on track and momentum is sustained.
The funding was authorized through two Special Allotment Release Orders (SAROs) approved by DBM Secretary Rolando “Rolly” U. Toledo on March 23, 2026.
"These are projects that Filipinos have waited decades for. Sa utos ng Pangulo, hindi na puwedeng maantala pa. We are making sure that funding is not the bottleneck—so these projects can move faster and deliver real relief to commuters,” Secretary Toledo said.
Once completed, the MMSP and NSCR are expected to dramatically cut travel time, decongest major corridors, and provide safer, more efficient mobility for millions of daily commuters—transforming how people move across Metro Manila and nearby provinces.
The P44.17 billion release is charged against the Unprogrammed Appropriations under the Fiscal Year 2026 General Appropriations Act (GAA), specifically for Support to Foreign-Assisted Projects (SFAPs)—a mechanism that ensures critical infrastructure projects continue without delay once financing requirements are met.
Of the total amount, P21.28 billion will fund the NSCR System and MMSP Phase I financed through the Japan International Cooperation Agency (JICA), while P22.88 billion will support the NSCR System under its loan agreement with the Asian Development Bank (ADB).
Secretary Toledo emphasized that the release underscores the administration’s commitment to turn infrastructure investments into immediate, tangible benefits for the public.
“Every peso we release for infrastructure is an investment in time saved, opportunities created, at ginhawa sa araw-araw ng ating mga kababayan. Hindi lang ito proyekto—ito ay solusyon sa hirap ng biyahe ng milyon-milyong Pilipino,” he added.
With sustained funding support, the DBM reaffirmed its commitment to ensure that high-impact infrastructure projects are implemented without delay—turning the national budget into concrete improvements in the lives of Filipinos.

Pondo, ipapamahagi sa 17 regions para siguradong tuloy-tuloy ang bayad at proyekto
Sa utos ni President Ferdinand R. Marcos Jr. na paigtingin ang infrastructure spending at palakasin ang ekonomiya, nag-release ang Department of Budget and Management (DBM) ng P16.5 billion sa Department of Public Works and Highways (DPWH) upang mabayaran ang kanilang due and demandable accounts payable.
Ang release ay ginawa sa pamamagitan ng Notice of Cash Allocation (NCA) na ibinigay sa DPWH Central Office. Mula rito, ida-download ang pondo sa kanilang implementing units sa 17 na rehiyon sa buong bansa, upang mabayaran agad ang mga natapos at ongoing infrastructure projects, at maiwasan na rin ang pagkaantala sa pagbibigay ng importanteng serbisyo sa publiko.
Ayon kay DBM Secretary Rolando “Rolly” U. Toledo, bahagi ito ng plano ng administrasyon para masigurong tuloy-tuloy ang mga proyekto habang pinapalakas ang galaw ng ekonomiya.
“Sa utos ng Pangulo, pinapabilis natin ang infrastructure spending para tuloy-tuloy ang pagsasagawa at pagtatapos ng mga proyekto, nang sa ganon ay masiguro natin ang paglago ng ekonomiya ng bansa. Ang P16.5 billion na ito ay para masigurong nababayaran agad ang obligasyon ng DPWH—para tuloy ang trabaho at tuloy ang serbisyo sa tao.”
Binigyang-diin din ni Secretary Toledo na mahalaga ang tamang timing ng pag-release ng pondo para sa paglago ng ekonomiya, lalo na sa infrastructure sector.
“Malaki ang epekto ng government spending, lalo na sa infrastructure. May multiplier effect ‘yan. Kapag on time ang release ng pondo, nasu-sustain natin ang trabaho ng mga Pilipino, natutulungan ang mga negosyo, at mas napapabilis ang pagtatapos ng mga proyekto—na nagdadala ng agarang benepisyo para sa ating mga kababayan.”
Dagdag pa niya, dumaan sa maayos at mahigpit na validation ang pag-release ng pondo upang masigurong tama ang proseso, kumpleto ang requirements, at sumusunod ito sa kasalukuyang budgeting, accounting, at auditing rules.
“Mahalaga na mabilis ang release, pero mas mahalaga na tama ang proseso. Sinisigurado natin na bawat piso ay may sapat na dokumento at naaayon sa batas. Dito pumapasok ang balance ng bilis at pananagutan.”
Muling pinagtibay ng DBM ang kanilang commitment sa maayos, disiplinado, at responsableng pag-manage ng national budget, alinsunod sa layunin ng administrasyon na gawing konkretong benepisyo sa buhay ng mga Pilipino ang bawat pondo ng gobyerno.
“Sa Bagong Pilipinas, bawat piso may direksyon—at bawat proyektong natatapos, may direktang epekto sa buhay ng ating mga kababayan.”
