Following the directive of President Ferdinand R. Marcos Jr. to ensure that no community is left behind, the Department of Budget and Management (DBM) has released P8.08 billion to fund priority projects in over 800 cleared barangays under the Local Government Support Fund (LGSF) – Support to the Barangay Development Program (SBDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
This funding release directly carries out the directive of the President to guarantee that even the most remote and previously conflict-affected communities benefit from government programs under the banner of “Sa Bagong Pilipinas, Bawat Bayan Makikinabang.”
The corresponding Special Allotment Release Order (SARO) was approved by DBM Secretary Rolando “Rolly” U. Toledo on 17 March 2026.
The SBDP is a key pillar of the 2026 LGSF program recently launched by the President, aimed at accelerating inclusive growth, strengthening local governance, and addressing the root causes of conflict through responsive and community-driven development.

“This release is in direct compliance with the instruction of President Ferdinand R. Marcos Jr. to ensure that no community is left behind and that development reaches even the most remote barangays,” Secretary Toledo said.
“At kapag sinabi ng Pangulo na ‘Bawat Bayan Makikinabang,’ malinaw na kasama rito ang bawat barangay—lalo na ang mga dating apektado ng kaguluhan. Through this fund, we are empowering local communities, improving access to basic services, and creating real opportunities for our kababayans to live safer, more productive, and more dignified lives.”
Direct benefits: roads, schools, tubig, kuryente, at serbisyong malapit sa tao
The LGSF-SBDP provides direct funding to barangays for priority projects identified through the Retooled Community Support Program (RCSP) and integrated into Barangay Development Plans.
These projects translate into tangible, life-changing benefits for ordinary Filipinos, including farm-to-market roads that lower transport costs and increase farmers’ income, school buildings that improve access to quality education, water systems that ensure safe and reliable drinking water, health stations that bring basic healthcare closer to families, and electrification projects that power homes, businesses, and livelihoods.
By delivering these essential services, the program helps stimulate local economies, create jobs, and strengthen trust between communities and government—key foundations for lasting peace and national development.
808 barangays to benefit from early fund release
For FY 2026, a total of 808 insurgency-cleared barangays have been identified as beneficiaries of the LGSF-SBDP.
Consistent with the FY 2026 General Appropriations Act (Republic Act No. 12314), the DBM ensures the timely release of funds within the first quarter, allowing local government units (LGUs) to immediately implement projects once documentary requirements are completed.
The guidelines for fund release and utilization are outlined under Local Budget Circular No. 168 dated 16 February 2026, ensuring transparency, accountability, and efficient implementation.

Sa utos ng Pangulo
DBM naglabas ng P8.08 billion para pabilisin ang development at serbisyo sa 800+ insurgency-cleared barangays
Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na walang komunidad ang dapat maiwan, naglabas ang Department of Budget and Management (DBM) ng P8.08 billion para pondohan ang mga priority projects sa mahigit 800 cleared barangays sa ilalim ng Local Government Support Fund (LGSF) – Support to the Barangay Development Program (SBDP) ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
Ang paglabas ng pondong ito ay direktang pagtupad sa utos ng Pangulo na tiyaking makarating ang mga programa ng gobyerno kahit sa pinakamalalayong lugar at sa mga dating naapektuhan ng kaguluhan, sa ilalim ng layunin ng programang “Sa Bagong Pilipinas, Bawat Bayan Makikinabang.”

Ang SBDP ay isa sa mga pangunahing bahagi ng 2026 LGSF program na inilunsad ng Pangulo, na layong pabilisin ang pag-unlad, palakasin ang pamamahala sa lokal na antas, at tugunan ang ugat ng kaguluhan sa pamamagitan ng mga proyektong galing mismo sa komunidad.

Direktang benepisyo: kalsada, eskwela, tubig, kuryente, at serbisyong abot sa tao
Sa ilalim ng LGSF-SBDP, direktang binibigyan ng pondo ang mga barangay para sa mga priority projects na natukoy sa pamamagitan ng Retooled Community Support Program (RCSP) at isinama sa Barangay Development Plans.
Ang mga proyektong ito ay may konkretong benepisyo sa pang-araw-araw na buhay ng mga Pilipino, tulad ng farm-to-market roads na nagpapababa ng gastos sa transport at nagpapataas ng kita ng mga magsasaka; school buildings na nagpapadali ng access sa edukasyon; water systems na nagbibigay ng ligtas na inuming tubig; health stations na nagpapalapit ng basic healthcare sa mga pamilya; at electrification projects na nagbibigay kuryente sa mga bahay, negosyo, at kabuhayan.
Sa pamamagitan ng mga serbisyong ito, napapalakas ang lokal na ekonomiya, nadaragdagan ang trabaho, at tumitibay ang tiwala ng komunidad sa gobyerno—mga mahalagang pundasyon para sa pangmatagalang kapayapaan at pag-unlad.
808 barangays makikinabang sa maagang paglabas ng pondo
Para sa FY 2026, may kabuuang 808 insurgency-cleared barangays ang tinukoy bilang benepisyaryo ng LGSF-SBDP.
Alinsunod sa FY 2026 General Appropriations Act (Republic Act No. 12314), tinitiyak ng DBM ang maagang paglabas ng pondo sa unang quarter pa lamang, para agad makapagsimula ang mga local government units (LGUs) sa implementasyon ng proyekto kapag kumpleto na ang mga dokumento.
Ang mga patakaran sa paglabas at paggamit ng pondo ay nakasaad sa Local Budget Circular No. 168 na may petsang 16 February 2026, para masigurong transparent, maayos, at maayos ang implementasyon.
Kapayapaan sa pamamagitan ng development, development sa pamamagitan ng empowered communities
Sa pamamagitan ng LGSF-SBDP, ipinapakita ng pambansang pamahalaan na ang tunay na kapayapaan ay hindi lang sa seguridad, kundi sa konkretong development na nararamdaman sa komunidad.
Sa pag-invest sa mga barangay, inilalatag ang pundasyon para sa mas matatag, mas inclusive, at mas resilient na Pilipinas—kung saan ang bawat komunidad, gaano man kalayo, ay sabay-sabay na umuunlad.
