MANILA, Philippines — In line with the directive of President Ferdinand R. Marcos Jr. to ensure that public funds translate into timely and tangible services for the people, the Department of Budget and Management (DBM) has approved and fully released the P1.19 Trillion National Tax Allotment (NTA) of local government units (LGUs) for Fiscal Year (FY) 2026.
The full and upfront release of the FY 2026 NTA underscores the people-centric character of the 2026 General Appropriations Act (GAA), which prioritizes uninterrupted basic services, stronger local governance, and faster delivery of programs that directly affect communities.
DBM Secretary Rolando “Rolly” Toledo approved the issuance of the Special Allotment Release Order (SARO) and the corresponding Notices of Cash Allocation (NCAs on 26 January 2026, covering the full-year NTA requirements of LGUs nationwide, as authorized under the FY 2026 GAA.
“The timely release of the FY 2026 National Tax Allotment ensures that local governments have the resources they need to deliver services without delay,” Acting Secretary Toledo said. “This is how the 2026 budget works for the people—by making sure funds reach communities when they are needed most.”
He added that the release empowers LGUs to sustain essential local services, including health care, education support, disaster preparedness and response, and the maintenance of local infrastructure.
“By releasing the NTA in full and on time, we are enabling LGUs to act decisively, respond to local needs, and bring immediate benefits to their constituents,” Toledo emphasized.
The DBM noted that the prompt release of the FY 2026 NTA reflects the administration’s continued commitment to fiscal decentralization and to strengthening the capacity of LGUs to perform their devolved functions effectively.
Under the Constitution and the Local Government Code, the NTA represents the automatic and formula-based share of LGUs in national internal revenue, serving as a primary source of funding for local programs, projects, and services.
The FY 2026 NTA was directly credited to the authorized government servicing banks of LGUs, in accordance with existing budgeting, accounting, and auditing rules.
The DBM likewise reminded LGUs to utilize the NTA strictly for authorized purposes and to comply with reporting requirements, consistent with transparency and accountability standards.

MANILA, Philippines — Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na masigurong ang pondo ng gobyerno ay mabilis at ramdam ng taumbayan, inaprubahan at tuluyang inilabas ng Department of Budget and Management (DBM) ang P1.19 Trillion National Tax Allotment (NTA) ng mga local government units (LGUs) para sa Fiscal Year (FY) 2026.
Ang buo at maagang paglabas ng FY 2026 NTA ay malinaw na nagpapakita ng people-centric na katangian ng 2026 General Appropriations Act (GAA), na inuuna ang tuloy-tuloy na basic services, mas pinalakas na local governance, at mas mabilis na paghatid ng mga programang direktang nararamdaman ng mga komunidad.
Inaprubahan ni DBM Secretary Rolando “Rolly” Toledo ang pag-isyu ng Special Allotment Release Order (SARO) at ang kaukulang Notices of Cash Allocation (NCAs) noong 26 January 2026. Saklaw nito ang buong taon na NTA requirements ng mga LGU sa buong bansa, ayon sa pinahihintulutan ng FY 2026 GAA.
“Ang maayos at napapanahong paglabas ng FY 2026 National Tax Allotment ay sinisiguro na may sapat na pondo ang mga local government units para makapaghatid ng serbisyo nang walang delay,” ani Acting Secretary Toledo.
“Ganito gumagana ang 2026 budget para sa mga tao—sinisigurong umaabot ang pondo sa mga komunidad sa oras na pinaka-kailangan nila ito.”
Dagdag pa niya, ang paglabas ng pondo ay nagbibigay kakayahan sa mga LGU na ipagpatuloy ang mahahalagang local services tulad ng health care, suporta sa edukasyon, disaster preparedness at response, at maintenance ng local infrastructure.
“Sa paglabas ng NTA nang buo at nasa tamang oras, nabibigyan natin ng kakayahan ang mga LGU na kumilos agad, tumugon sa pangangailangan ng kanilang lugar, at maghatid ng agarang benepisyo sa kanilang mga nasasakupan,” diin ni Toledo.
Ayon sa DBM, ang agarang paglabas ng FY 2026 NTA ay patunay ng patuloy na commitment ng administrasyon sa fiscal decentralization at sa pagpapalakas ng kakayahan ng mga LGU na gampanan nang maayos ang kanilang mga devolved functions.
Sa ilalim ng Constitution at ng Local Government Code, ang NTA ay ang automatic at formula-based na bahagi ng mga LGU sa national internal revenue, at nagsisilbing pangunahing pinanggagalingan ng pondo para sa local programs, projects, at services.
Direktang na-credit ang FY 2026 NTA sa mga authorized government servicing banks ng mga LGU, alinsunod sa umiiral na budgeting, accounting, at auditing rules.
