MANILA — The Department of Budget and Management (DBM) has officially signed and issued the 2027 National Budget Call, formally launching preparations for the next fiscal year and setting a clear policy direction that places inclusive growth, fiscal discipline, and stronger regional participation at the heart of national budgeting.
Signed by DBM Secretary Rolando “Rolly” U. Toledo, National Budget Memorandum (NBM) No. 156 lays down the parameters, priorities, and safeguards that will guide government agencies in crafting their FY 2027 budget proposals. The Budget Call aligns the upcoming budget with the Philippine Development Plan (PDP) Midterm Update 2023–2028 and the updated Medium-Term Fiscal Framework (MTFF) 2022–2030, ensuring continuity of reforms while responding to emerging economic and social challenges.
“The 2027 Budget Call sends a clear signal: every peso must work harder, reach farther, and deliver real results,” Acting Secretary Toledo said. “This budget will strictly follow President Ferdinand R. Marcos Jr.’s marching orders to uphold fiscal discipline while ensuring that public funds are allocated and used in a prudent, transparent, and results-oriented manner.”
Budget as a pipeline for national priorities
The DBM emphasized that the FY 2027 National Budget will serve as a critical pipeline for the final phase of PDP implementation, translating long-term development goals into concrete, fundable programs. Budget proposals will prioritize protecting the purchasing power of Filipino households, accelerating inclusive and sustainable economic growth through infrastructure, strengthening climate resilience, advancing digitalization of public services, and promoting balanced development across regions—particularly for disadvantaged and lagging local government units (LGUs).
At the same time, the Budget Call reinforces the government’s commitment to Public Financial Management (PFM) reforms, requiring agencies to demonstrate value for money, strong absorptive capacity, and readiness to implement before projects are considered for funding.
“Given the limited fiscal space, we will be firm: only proposals that are implementation-ready, well-justified, and aligned with national and regional priorities will move forward,” Toledo said. “Performance and accountability matter.”
Stronger Regional Development Councils, empowered LGUs
A key feature of the 2027 Budget Call is the expanded role of Regional Development Councils (RDCs) in the budget process. Under the memorandum, priority programs and projects in the regions must secure RDC endorsement, reinforcing coordination among national agencies, regional offices, and LGUs.
“We will be strict,” Toledo stressed. “Lists of infrastructure proposals should not keep changing, and they must be endorsed by the RDCs. May malinaw tayong proseso.”
He added that this approach addresses long-standing concerns on misaligned projects.
“Iniiwasan natin ang sitwasyon na nagugulat na lang ang mga LGU—may proyektong bumababa sa kanila na hindi nila alam, hindi nila inendorso, at hindi naman nila tunay na kailangan.”
By institutionalizing RDC and LGU participation, the DBM said the budget process becomes more grounded, responsive, and credible—ensuring that projects reflect actual local needs while remaining aligned with national development goals.
Tighter safeguards, results-driven spending
Consistent with the Cash Budgeting System, the Budget Call reiterates that only programs and projects with clear implementation readiness and strong track records will be considered for inclusion in the FY 2027 Proposed National Budget. Agencies are likewise required to strengthen monitoring, evaluation, and feedback mechanisms, reinforcing transparency and accountability at every stage of the budget cycle.
As preparations for the 2027 budget move forward, the DBM underscored that the Budget Call is more than a procedural issuance but a policy statement.
“This is how we ensure that the national budget truly serves the people,” Toledo said. “Disciplined, inclusive, and anchored on the realities of communities on the ground.”

MANILA — Opisyal nang nilagdaan at inilabas ng Department of Budget and Management (DBM) ang 2027 National Budget Call, na pormal na nagsisimula sa paghahanda para sa susunod na fiscal year. Malinaw ang direksyon nito: unahin ang inclusive growth, fiscal discipline, at mas aktibong partisipasyon ng mga rehiyon sa pagbuo ng pambansang budget.
Nilagdaan ni DBM Secretary Rolando “Rolly” U. Toledo ang National Budget Memorandum (NBM) No. 156, na nagsasaad ng mga patakaran, prayoridad, at safeguards na gagabay sa mga ahensya ng gobyerno sa paghahanda ng kanilang FY 2027 budget proposals. Nakaayon ang Budget Call sa Philippine Development Plan (PDP) Midterm Update 2023–2028 at sa updated Medium-Term Fiscal Framework (MTFF) 2022–2030, para masigurong tuloy-tuloy ang mga reporma at sabay na tinutugunan ang mga bagong hamon sa ekonomiya at lipunan.

Binigyang-diin ng DBM na ang FY 2027 National Budget ang magsisilbing mahalagang daan para sa huling yugto ng pagpapatupad ng PDP—mula sa pangmatagalang plano tungo sa mga programang may malinaw na pondo. Sa paghahanda ng budget, bibigyang-prayoridad ang pagprotekta sa kakayahang bumili ng mga pamilyang Pilipino, pagpapabilis ng inclusive at sustainable economic growth sa pamamagitan ng infrastructure, pagpapalakas ng climate resilience, pagpapabilis ng digitalization ng public services, at pagtataguyod ng balanseng kaunlaran sa mga rehiyon, lalo na sa mga nahuhuling local government units (LGUs).
Kasabay nito, pinatitibay ng Budget Call ang mga Public Financial Management (PFM) reforms. Ibig sabihin, kailangang ipakita ng mga ahensya na sulit ang gagastusing pondo, kaya nilang ipatupad ang proyekto, at handa na itong simulan bago ito isaalang-alang para pondohan.

Isa sa mga pangunahing laman ng 2027 Budget Call ang mas malaking papel ng Regional Development Councils (RDCs) sa budget process. Ayon sa memorandum, ang mga priority programs at projects sa mga rehiyon ay kailangang may endorsement ng RDCs upang masigurong may maayos na koordinasyon sa pagitan ng national agencies, regional offices, at LGUs.

Dagdag pa niya, layunin nitong maiwasan ang matagal nang problema ng mga proyektong hindi tugma sa tunay na pangangailangan sa lokal na antas. “Iniiwasan natin ang sitwasyon na nagugulat na lang ang mga LGU—may proyektong bumababa sa kanila na hindi nila alam, hindi nila inendorso, at hindi naman nila tunay na kailangan.”
Sa pamamagitan ng mas malinaw na papel ng RDCs at aktibong partisipasyon ng LGUs, nagiging mas makatotohanan, mas tumutugon sa pangangailangan, at mas kapani-paniwala ang budget process. Tinitiyak nito na ang mga proyekto ay galing sa totoong pangangailangan ng mga komunidad habang nananatiling nakaayon sa pambansang layunin.
Alinsunod sa Cash Budgeting System, inuulit ng Budget Call na tanging mga program at project na handa nang ipatupad at may maayos na track record ang maaaring maisama sa FY 2027 Proposed National Budget. Inaatasan din ang mga ahensya na palakasin ang monitoring, evaluation, at feedback mechanisms upang masigurong malinaw, tapat, at maayos ang paggamit ng pondo sa bawat yugto ng budget cycle.
Habang nagpapatuloy ang paghahanda para sa 2027 budget, binigyang-diin ng DBM na ang Budget Call ay hindi lang simpleng dokumento kundi isang malinaw na pahayag ng polisiya.
