President Ferdinand R. Marcos Jr. is set to sign into law the proposed national budget for fiscal year (FY) 2026 on Monday, January 5, at the Malacanang Palace.
The FY 2026 General Appropriations Act (GAA), amounting to PHP6.793 trillion, underscores the Marcos Jr. administration's commitment to place the Filipino people at the center of the country's growth by prioritizing key sectors that lay the foundation for inclusive development. This marks a decisive shift toward a people-centered development agenda that focuses on human capital and the aspirations of the next generation.
Department of Budget and Management (DBM) Acting Secretary Rolando U. Toledo commended the President for his steadfast leadership and reaffirmation of his promise to secure broader opportunities for Filipinos.
"Maraming maraming salamat sa ating Pangulong Bongbong Marcos sa kanyang walang-patid na suporta at pagsigurong prayoridad ng pambansang pondo ang ating mamamayan. With the signing of the 2026 GAA into law, we are guaranteeing investments that will turn into tangible results and ultimately uplift the lives of our people. Sa atin pong mga kababayan, budget natin ito. You can be assured that the Filipino people are at the core of this budget," Secretary Toledo said.
Education as Highest Priority
For 2026, the Education sector will receive the highest allocation in the approved national budget amounting to PHP1.345 trillion. This is equivalent to 4.36 percent of the country’s GDP and will allow the Philippines to meet the UNESCO Education 2030 Framework’s recommended benchmark for education spending.
This budget will also provide funding for the creation of 32,916 teaching and 32,268 non-teaching plantilla positions in public schools and expand funding for the construction of 24,964 classrooms nationwide.
Health
To fulfill the administration's vision of providing universal health care for every Filipino, the healthcare sector will receive its highest budget level ever, amounting to PHP448.125 billion.
This will translate into more funding for the Department of Health's (DOH) Universal Health Care Fund for Zero Balance Billing (ZBB), timely interventions for both communicable and non-communicable diseases, disease surveillance, rapid response mechanisms, sustainable health financing, and hiring of additional doctors and nurses nationwide.
The 2026 budget for health sector is expected to strengthen the Philippine Health Insurance Corporation (PhilHealth).
Agriculture
A total of PHP297.102 billion will be allocated to boost the nation's Agriculture sector by ensuring food security, modernizing supply systems, and capacitating farmers and fisherfolk.
Investments will also be given to build Farm-to-Market Roads to improve farmers' livelihoods, lower production costs, and empower rural economies.
Social Services
To improve the quality of life of the Filipino people, reduce vulnerabilities, protect the welfare of all sectors, and advance human capital development, the social services sector will be provided with PHP270.189 billion for 2026.
Local Governance
The 2026 national budget likewise provides a significant increase in the allocation to Local Government Units (LGUs) to address local development challenges and enhance the well-being of every community.
For this year, the Local Government Support Fund (LGSF) will be strengthened to continue building safe and resilient communities nationwide. To complement this, the 2026 GAA also supports the Disaster Rehabilitation and Reconstruction Assistance Program under the National Disaster Risk Reduction and Management Fund (NDRRMF), with an allocation of PHP15.33 billion.
Military and Uniformed Personnel
Lastly, the 2026 national budget will continue to uphold the welfare of the country's military and uniformed personnel (MUP). With the issuance of Executive Order No. 107, s. 2025, the MUP's base pay and subsistence allowance have been increased starting in 2026.
Direct Veto
Meanwhile, several items under Unprogrammed Appropriations have been scrapped from the 2026 national budget as a result of the President's decision to exercise veto powers. This is the part of the administration's commitment to fiscal responsibility and accountability.
"The Executive received the enrolled bill on December 29, 2025 and conducted a thorough and careful review of the proposed budget to ensure consistency with the administration's priorities and taking into consideration valuable recommendations from stakeholders," said DBM Secretary Toledo.
Clean, Disciplined, Responsive Budget
The passage of the 2026 national budget also reflects the realization of the administration's commitment to promote greater transparency. Bicameral Conference Committee proceedings were livestreamed for the first time, aimed at increasing public trust and strengthening accountability in the budget process.

Nakatakdang pirmahan ni Pangulong Ferdinand R. Marcos Jr. ang panukalang national budget para sa fiscal year (FY) 2026 sa Lunes, Enero 5, sa Malacañang Palace.
Ang FY 2026 General Appropriations Act (GAA), na nagkakahalaga ng PHP6.793 trillion, ay malinaw na nagpapakita ng layunin ng administrasyong Marcos Jr. na ilagay ang kapakanan ng mga Pilipino sa sentro ng pag-unlad ng bansa. Prayoridad dito ang mga sektor na mahalaga para sa pantay at inklusibong kaunlaran. Ibig sabihin, mas tutok ang budget sa tao, sa human capital, at sa pangangailangan ng susunod na henerasyon.

Edukasyon bilang pangunahing prayoridad
Sa 2026, ang Education sector ang may pinakamalaking bahagi ng national budget na aabot sa PHP1.345 trillion. Katumbas ito ng 4.36 percent ng GDP ng bansa at sapat para maabot ng Pilipinas ang benchmark sa ilalim ng UNESCO Education 2030 Framework.
Kasama rin sa budget ang pondo para sa paglikha ng 32,916 teaching at 32,268 non-teaching plantilla positions sa mga pampublikong paaralan, pati na rin ang pagpapagawa ng 24,964 classrooms sa buong bansa.
Kalusugan
Bilang bahagi ng layunin ng administrasyon na matiyak ang universal health care para sa bawat Pilipino, makakatanggap ang health sector ng pinakamalaking budget nito sa kasaysayan na PHP448.125 billion.
Magagamit ito para palakasin ang Universal Health Care Fund ng Department of Health (DOH), lalo na para sa Zero Balance Billing (ZBB), maagap na pagtugon sa communicable at non-communicable diseases, disease surveillance, mabilis na response mechanisms, sustainable health financing, at pagkuha ng karagdagang doctors at nurses sa buong bansa.

May kabuuang PHP297.102 billion na ilalaan para sa Agriculture sector upang matiyak ang food security, gawing mas moderno ang supply systems, at palakasin ang kakayahan ng mga magsasaka at mangingisda.
Kasama rin dito ang mga investment sa Farm-to-Market Roads para mas gumanda ang kabuhayan ng mga magsasaka, bumaba ang gastos sa produksyon, at mapalakas ang ekonomiya sa mga rural na lugar.
Social Services
Upang mapabuti ang kalidad ng buhay ng mga Pilipino, mabawasan ang kahinaan ng iba’t ibang sektor, at maprotektahan ang kanilang kapakanan, maglalaan ang pamahalaan ng PHP270.189 billion para sa social services sector sa 2026.
Local Governance
May malaking dagdag din sa pondo para sa Local Government Units (LGUs) sa 2026 national budget upang mas matugunan ang mga pangangailangan sa lokal na antas at mapabuti ang buhay sa bawat komunidad.
Palalakasin ang Local Government Support Fund (LGSF) para sa pagpapatuloy ng mga programang naglalayong bumuo ng ligtas at matatag na mga komunidad. Bukod dito, may PHP15.33 billion ding inilaan para sa Disaster Rehabilitation and Reconstruction Assistance Program sa ilalim ng National Disaster Risk Reduction and Management Fund (NDRRMF).
