The Department of Budget and Management (DBM) confirms that President Ferdinand R. Marcos Jr. has approved the issuance of Administrative Order (AO) No. 40 on December 11, 2025 authorizing the release of the one-time Service Recognition Incentive (SRI) to all qualified government employees for fiscal year (FY) 2025.

This is truly great news for our fellow public servants, who continue to dedicate their time and effort to serving the country. Patunay po ito ng patuloy na pagkilala at pagpapahalaga ng ating Pangulo sa hindi matatawarang serbisyo ng ating mga lingkod-bayan," DBM Acting Secretary Rolando U. Toledo said.
AO No. 40 states that the grant of the one-time FY 2025 SRI shall be given to all qualified government personnel at a uniform rate not exceeding P20,000.
This covers all civilian personnel occupying regular, contractual or casual positions in national government agencies (NGAs), including those in state universities and colleges (SUCs), and government-owned or -controlled corporations; military and uniformed personnel; and employees in the legislative and judicial departments and other offices vested with fiscal autonomy; local government units (LGUs); and local water districts (LWDs).
The incentive shall be granted to those who are still in government service and have completed at least a total or an aggregate of four (4) months of satisfactory service as of November 30, 2025.
Meanwhile, those who have less than four (4) months of satisfactory service as of November 30 this year shall be entitled to a pro-rated share of the incentive, as follows:
Length of Service
3 months but less than 4 months: 40% share of the SRI
2 months but less than 3 months: 30% share of the SRI
1 month but less than 2 months: 20% share of the SRI
Less than 1 month: 10% share of the SRI
For the NGAs, the amount required for the grant of the SRI will be charged against the available Personnel Services (PS) allotment of respective agencies under FY 2025 General Appropriations Act (GAA). In case of deficiency, the amount required for the same may be sourced against the Maintenance and Other Operating Expenses allotments of the concerned government agency, subject to the pertinent budgeting, accounting, and auditing rules and regulations.
For GOCCs, the amount required for the SRI shall be charged against their approved corporate operating budgets (COBs) for FY 2025 only.
On the other hand, for employees in the legislative and judicial departments and other offices vested with fiscal autonomy, the amount required shall be chargeable against the available PS allotment of their respective agencies.
Meanwhile, for employees in the LGUs, the grant of the SRI shall be determined by their respective sanggunians depending on the LGU's financial capability, subject to the PS limitation in LGU budgets under RA No. 7160. The amount required shall be chargeable against the available FY 2025 appropriations or surplus, upon the enactment by the local sanggunian of the corresponding supplemental budget (SB) for the purpose or through augmentation pursuant to Section 336 of RA No. 7160 and Article 454 of its Implementing Rules and Regulations.
For employees in the LWDs, the grant of the SRI shall be determined by their Boards of Directors (BOD), chargeable against their respective BOD-approved FY 2025 COBs only.
Should the identified funding sources be insufficient to cover the full amount of the SRI, a lower but uniform amount shall be granted by the NGAs/GOCCs/LWDs/LGUs to all qualified employees.
The FY 2025 SRI shall be granted not earlier than December 15, 2025.

DBM: PBBM, inaprubahan ang pagbibigay ng SRI na hanggang P20,000 para sa lahat ng kawani ng gobyerno
Kinumpirma ng Department of Budget and Management (DBM) na inaprubahan ni Pangulong Ferdinand R. Marcos Jr. ang paglabas ng Administrative Order (AO) No. 40 noong December 11, 2025, na nagbibigay-daan sa pag-release ng one-time Service Recognition Incentive (SRI) para sa lahat ng kwalipikadong kawani ng gobyerno para sa fiscal year (FY) 2025.

Ayon sa AO No. 40, ang one-time FY 2025 SRI ay ibibigay sa lahat ng kwalipikadong kawani ng gobyerno sa iisang halaga na hindi lalampas sa P20,000.
Saklaw nito ang lahat ng civilian personnel na may regular, contractual, o casual na posisyon sa mga national government agencies (NGAs), kabilang ang mga nasa state universities and colleges (SUCs), at government-owned or -controlled corporations; pati na rin ang military and uniformed personnel; mga empleyado sa legislative at judicial departments at iba pang tanggapan na may fiscal autonomy; local government units (LGUs); at local water districts (LWDs).
Makakatanggap ng buong SRI ang mga kawani na nasa serbisyo pa ng gobyerno at nakapagsilbi ng hindi bababa sa kabuuang apat (4) na buwang maayos na serbisyo hanggang November 30, 2025.
Samantala, ang mga may mas mababa sa apat (4) na buwang maayos na serbisyo hanggang November 30, 2025 ay makakatanggap ng pro-rated na bahagi ng SRI, batay sa sumusunod:
Haba ng Serbisyo
3 buwan pero kulang sa 4 na buwan: 40% ng SRI
2 buwan pero kulang sa 3 buwan: 30% ng SRI
1 buwan pero kulang sa 2 buwan: 20% ng SRI
Mas mababa sa 1 buwan: 10% ng SRI
Para sa mga NGAs, ang pondong gagamitin para sa SRI ay ibabawas sa available Personnel Services (PS) allotment ng kani-kanilang ahensya sa ilalim ng FY 2025 General Appropriations Act (GAA). Kung kulang ang PS, maaaring kumuha ng pondo mula sa Maintenance and Other Operating Expenses allotments ng ahensya, alinsunod sa umiiral na budgeting, accounting, at auditing rules.
Para naman sa mga GOCCs, ang pondo para sa SRI ay kukunin mula sa kanilang approved corporate operating budgets (COBs) para sa FY 2025 lamang.
Para sa mga empleyado ng legislative at judicial departments at iba pang tanggapan na may fiscal autonomy, ang pondo para sa SRI ay ibabawas sa available PS allotment ng kani-kanilang ahensya.
Samantala, para sa mga empleyado ng LGUs, ang pagbibigay ng SRI ay pagbabasehan ng kani-kanilang sanggunians depende sa kakayahang pinansyal ng LGU, at alinsunod sa PS limitation sa LGU budgets sa ilalim ng RA No. 7160. Ang pondo ay maaaring kunin mula sa available FY 2025 appropriations o surplus, matapos maipasa ng lokal na sanggunian ang kaukulang supplemental budget (SB) para sa layuning ito, o sa pamamagitan ng augmentation alinsunod sa Section 336 ng RA No. 7160 at Article 454 ng Implementing Rules and Regulations nito.
Para naman sa mga empleyado ng LWDs, ang pagbibigay ng SRI ay pagpapasya ng kanilang Boards of Directors (BOD) at kukunin lamang mula sa kani-kanilang BOD-approved FY 2025 COBs.
Kung sakaling hindi sapat ang mga tinukoy na pondo para maibigay ang buong halaga ng SRI, maaaring magbigay ng mas mababang halaga, ngunit dapat pare-pareho para sa lahat ng kwalipikadong empleyado sa loob ng NGAs/GOCCs/LWDs/LGUs.
Ang FY 2025 SRI ay maaaring ipagkaloob hindi mas maaga sa December 15, 2025.
