The Department of Budget and Management (DBM) welcomes President Ferdinand R. Marcos Jr.'s directive to increase base pay and subsistence allowance for military and uniformed personnel.
On 03 December 2025, the President issued Executive Order (EO) No. 107, outlining the updated base pay schedule of all MUP, which will be implemented in three tranches.
"We commend President Bongbong Marcos for approving the increase in salary and subsistence allowance for our military and uniformed personnel, who dedicate their lives to safeguarding the nation. Rest assured that the DBM shall exert all efforts to support the EO's immediate implementation which is set to take effect beginning January 1, 2026," DBM Acting Secretary Rolando “Rolly” U. Toledo said.
The EO states that the first tranche of salary increase begins on January 1, 2026, the second on January 1, 2027, and the third and final tranche on January 1, 2028.
The updated base pay schedule applies to all military personnel under the Department of National Defense (DND), the Department of the Interior and Local Government (DILG), the Philippine Coast Guard (PCG), the Bureau of Corrections (BuCor), and the National Mapping and Resource Information Authority (NAMRIA).
Subsistence Allowance Hike
Meanwhile, the daily subsistence allowance of all uniformed personnel will also be increased to P350 from the current P150, effective January 1, 2026. The adjustment covers members of the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, PCG, BuCor, and NAMRIA.
The said EO No. 107 also reiterated the P200 increase in the subsistence allowance of all military personnel which has been in effect starting January 1, 2025. The release of funds for the purpose was prescribed under Executive Order No. 84, which was signed by the President on 14 March 2025.
The budgetary requirement for the implementation of the base pay and subsistence allowance hike shall be charged against any available appropriations under the FY 2026 General Appropriations Act and any other available appropriations, subject to relevant budgeting, accounting, and auditing rules and regulations.
Moreover, the EO No. 107 directs the creation of an Inter-Agency Technical Working Group (lATWG) to conduct a comprehensive review of the MUP Pension System. The lATWG is composed of representatives from the DBM, Department of Finance, Bureau of the Treasury, and Government Service Insurance System.
The DBM is expected to issue the necessary guidelines to implement the provisions of EO 107 within 90 days of its effectivity. [END]

DBM, buong puso ang suporta at pagtanggap sa pag-apruba ni PBBM sa dagdag na base pay at subsistence allowance ng military at uniformed personnel
Malugod na tinanggap ng Department of Budget and Management (DBM) ang direktiba ni President Ferdinand R. Marcos Jr. na itaas ang base pay at subsistence allowance ng mga military at uniformed personnel.
Noong 03 December 2025, naglabas ang Pangulo ng Executive Order (EO) No. 107, na naglalahad ng updated base pay schedule para sa lahat ng MUP. Ipatutupad ito sa tatlong yugto.

Ayon sa EO, magsisimula ang unang tranche ng salary increase sa January 1, 2026; ang ikalawa sa January 1, 2027; at ang ikatlo, na siyang final tranche, sa January 1, 2028.
Sasaklawin ng updated base pay schedule ang lahat ng military personnel sa ilalim ng Department of National Defense (DND), Department of the Interior and Local Government (DILG), Philippine Coast Guard (PCG), Bureau of Corrections (BuCor), at National Mapping and Resource Information Authority (NAMRIA).
Subsistence allowance hike
Itataas naman ang arawang subsistence allowance ng lahat ng uniformed personnel sa P350 mula sa kasalukuyang P150, simula January 1, 2026. Kasama rito ang mga miyembro ng Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, PCG, BuCor, at NAMRIA.
Binibigyang-diin din sa EO No. 107 ang nauna nang P200 increase sa subsistence allowance ng lahat ng military personnel na umiiral na simula January 1, 2025. Ang pondo para rito ay nakasaad sa Executive Order No. 84, na nilagdaan ng Pangulo noong 14 March 2025.
Ang kinakailangang budget para sa pagpapatupad ng dagdag na base pay at subsistence allowance ay kukunin mula sa mga available appropriations sa ilalim ng FY 2026 General Appropriations Act at iba pang available appropriations, basta’t sumusunod sa umiiral na budgeting, accounting, at auditing rules and regulations.
Bukod dito, inatasan ng EO No. 107 ang pagbuo ng isang Inter-Agency Technical Working Group (IATWG) na magsasagawa ng komprehensibong pag-review ng MUP Pension System. Binubuo ang IATWG ng mga kinatawan mula sa DBM, Department of Finance, Bureau of the Treasury, at Government Service Insurance System.
Inaasahang maglalabas ang DBM ng mga kinakailangang guidelines para ipatupad ang mga probisyon ng EO 107 sa loob ng 90 araw mula nang maging epektibo ito.
