President Ferdinand R. Marcos Jr. administered the oath of office of Rolando U. Toledo on December 9, 2025, as Acting Secretary of Budget and Management at the Malacañan Palace. 

Toledo is a homegrown leader who rose through the ranks with almost four decades of public service in the Department of Budget and Management (DBM) since 1987. Having served under several administrations, he is considered one of the most respected institutional pillars of the Department—consistently, steadily, and professionally contributing to significant budget reforms. 

Prior to his appointment as Acting Secretary, Toledo held key leadership positions across the DBM: he served as Director of the Fiscal Planning and Reforms Bureau, and later as Assistant Secretary and Undersecretary of the Budget Policy and Strategy Group. He has also served as the Supervising Official of the Local Government and Regional Operations Group until his most recent role as the Undersecretary of the Budget Preparation and Execution Group, the central unit responsible for the development and execution of the National Budget.

He is a Certified Public Accountant with studies in Development Economics at the UP School of Economics. He also has a Master's degree in National Security Administration from the National Defense College of the Philippines.

As Acting Secretary, Toledo will focus on rebuilding trust in government, continuing advocacies for reforms that promote fiscal transparency and citizen participation through the Philippine Open Government Partnership (PH-OGP), and modernizing government processes, guided by the Public Financial Management (PFM) Reforms Roadmap 2023 - 2028, among others.
