Seasoned fiscal strategist Rolando “Rolly” U. Toledo has been designated Officer-in-Charge of the Department of Budget and Management (DBM), bringing steady, principled, and experience-driven leadership to one of the government’s most critical institutions. His designation affirms continuity, credibility, and strong fiscal stewardship built on decades of dedicated service to the Filipino people.
 
OIC-Secretary Toledo is not a stranger to the DBM. In fact, he is one of its most respected institutional pillars—a homegrown leader who started from the ranks, worked his way up over nearly four decades, and earned every step through hard work, integrity, and competence. Beginning his journey in 1987 as an Accounts Analyst under the then National Accounting Office, Toledo embodies the kind of civil servant whose rise is rooted in grit rather than privilege, and in character rather than connections.
 
Throughout his 38 years in public service, Toledo served under various administrations, contributing to key fiscal reforms with consistency, stability, and professionalism. His work transcended changes in leadership and political shifts—proof of the trust he commands and the institutional value he brings to the DBM.
 
Our long years in service have prepared us well, and we will use that experience to advance the reforms we began at the DBM. Makakaasa po kayo na handa tayo sa anumang hamon,” OIC-Sec. Toledo said.
 
From 1987 to 2012, Toledo steadily moved into increasingly critical roles, culminating in his appointment as Director of the Fiscal Planning and Reforms Bureau (FPRB). In 2018, he was named Assistant Secretary of the Budget Policy and Strategy Group (BPSG), and later rose to Undersecretary in 2021—helping steer major budget policy and strategy reforms.
 
He also assisted in overseeing the Local Government and Regional Operations Group (LGROG) in 2022, strengthening the vital link between national budgeting and local development. In 2024, he became Undersecretary for the Budget Preparation and Execution Group (BPEG), the DBM’s central unit for crafting and implementing the national budget. His assumption as OIC-Secretary completes a journey marked by competence, humility, and unwavering public service.
 
Sisikapin natin na hindi lang maipagpatuloy ang mga repormang ating isinusulong, kundi lalo pa po nating pagtitibayin ang mga ito. Higit sa lahat, sisiguruhin po natin na ang mga prayoridad ng Pangulo ay malinaw na nakapaloob sa ating budget at mararamdaman ng bawat Pilipino,” he added.
 
A Certified Public Accountant by profession, Toledo earned his BS Business Administration from the University of the East in 1984, passed the CPA Licensure Examination in 1985, and later completed the Program in Development Economics at the UP School of Economics. In 2024, he completed his Master in National Security Administration (MNSA) at the National Defense College of the Philippines, further deepening his understanding of how fiscal governance and national security intersect.
 
Toledo is also known within the bureaucracy as a champion of Open Government—playing a pivotal role in advancing citizen participation, transparency, and accountability through the Philippine Open Government Partnership (PH-OGP). His leadership style is often described as charismatic yet grounded, firm yet humble. Those who know him can attest to his exemplary character: respectful in all interactions, solutions-oriented, and unfailingly professional. He is the kind of leader who does not speak ill of anyone—because that is simply not who he is.
 
Colleagues across agencies regard him as one of the DBM’s most decent, steady, and principled public servants—someone who leads without theatrics, divides no one, and uplifts everyone around him.
 
With his deep institutional memory and formidable technical background, OIC-Secretary Toledo is poised to strengthen key reforms, from faster budget releases and more transparent data practices to streamlined procurement, improved expenditure efficiency, and enhanced support for education, health, agriculture, infrastructure, and social services.
