The Department of Budget and Management has approved the release of ₱1.684 billion to replenish the Quick Response Funds of the Department of Agriculture, Department of Social Welfare and Development, and the Philippine Coast Guard.

 

The move follows President Ferdinand R. Marcos Jr.’s directive to fast-track recovery and rehabilitation in areas hit by recent calamities across the country.

 

Of the total amount, ₱1 billion has been released to the DA to strengthen its recovery and rehabilitation programs in regions affected by African Swine Fever and recent tropical cyclones.

 

The fund will also serve as a stand-by resource for agricultural recovery efforts in anticipation of future disasters, including the potential impacts of Super Typhoon Uwan.

 

“Malaki ang damage ng mga bagyo at sakuna sa ating agrikultura at ang numero uno pong biktima n’yan ‘yung ating mga magsasaka at mangingisda,” said DBM Sec. Amenah Pangandaman.

 

“Kaya sa hiling po ng DA na i-replenish ‘yung kanilang QRF, agad na inaprubahan po natin ‘yan, in anticipation also of other weather disturbances this year, lalo na at may paparating tayong super typhoon,” she added.

 

Under the Special Provision of the FY 2025 General Appropriations Act, the DA’s QRF will fund the provision of inputs for crops, livestock, poultry, and fisheries; repair of production and post-production facilities; and cash aid or tools for affected farmers and fishers.

 

Meanwhile, ₱631.023 million was released to the DSWD to replenish its 2025 QRF.

 

The replenishment will fund the procurement of Family Food Packs and Non-Food Items, stockpiling of relief goods, and emergency cash transfers to 58,962 families affected by earthquakes and storms across several provinces.

 

It will also cover warehouse rentals, administrative costs, and stand-by funds for DSWD regional offices.

 

“This replenishment of QRF for DSWD will ensure that our affected kababayans continue to receive needed financial aid, relief goods, and livelihood to help them recover from disasters,” Secretary Pangandaman said.

 

“Ang pakiusap po natin sa DSWD, agad din po sana ‘yang makarating sa mga kababayang nasalanta para makabalik sa normal ang kanilang pamumuhay,” she added.

 

In addition to the ₱631.023 million, the DBM had earlier released a total of ₱1.982 billion to the DSWD in October for QRF replenishment.

 

The DBM also issued ₱53.007 million to the Philippine Coast Guard to boost its relief, rehabilitation, and search and rescue operations during calamities.

 

“Alam naman natin na sa oras ng sakuna, nandiyan palagi ang ating Philippine Coast Guard—handang magligtas ng buhay ng maraming nating kababayang nasa peligro,” Secretary Pangandaman said.

 

“During these times, mas kailangan nila ng ating tulong at suporta,” she emphasized.

Inaprubahan ng Department of Budget and Management (DBM) ang pagpapalabas ng ₱1.684 bilyon para i-replenish ang Quick Response Fund (QRF) ng Department of Agriculture (DA), Department of Social Welfare and Development (DSWD), at Philippine Coast Guard (PCG).

 

Ang hakbang na ito ay alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na pabilisin ang recovery at rehabilitation efforts sa mga lugar na tinamaan ng mga nagdaang kalamidad sa bansa.

 

Mula sa kabuuang halaga, ₱1 bilyon ang inilaan para sa DA upang mapalakas ang kanilang mga recovery at rehabilitation programs sa mga rehiyong apektado ng African Swine Fever at ng mga nagdaang bagyo.

 

Magiging standby fund din ito para sa mga agricultural recovery programs sakaling magkaroon pa ng mga kalamidad, kabilang ang posibleng epekto ng Super Typhoon Uwan.

“Kaya noong nag-request po ang DA na i-replenish ‘yung kanilang QRF, agad po nating inaprubahan ‘yan, in anticipation din of other weather disturbances this year, lalo na at may paparating tayong super typhoon,” dagdag pa niya.

 

Ayon sa Special Provision ng FY 2025 General Appropriations Act, gagamitin ng DA ang QRF para sa mga proyekto tulad ng pamimigay ng inputs para sa crops, livestock, poultry, at fisheries; pagkukumpuni ng mga pasilidad sa produksyon at post-production; at pagbibigay ng cash aid o kagamitan sa mga naapektuhang magsasaka at mangingisda.

 

Samantala, ₱631.023 milyon naman ang ibinigay sa DSWD para dagdagan ang kanilang 2025 QRF.

 

Gagamitin ang pondong ito sa pagbili ng Family Food Packs at Non-Food Items, pag-iimbak ng mga relief goods, at pagbibigay ng emergency cash transfer sa 58,962 pamilyang naapektuhan ng lindol at bagyo sa iba’t ibang lalawigan.

 

Sasaklawin din nito ang warehouse rentals, administrative costs, at mga stand-by funds para sa mga DSWD regional offices.

 

“Ang replenishment ng QRF para sa DSWD ay titiyak na tuloy-tuloy na makatatanggap ng tulong pinansyal, relief goods, at kabuhayan ang ating mga kababayang naapektuhan ng kalamidad,” sabi ni Secretary Pangandaman.

 

“Ang pakiusap po natin sa DSWD, agad din po sana ‘yang makarating sa mga kababayang nasalanta para makabalik sa normal ang kanilang pamumuhay,” dagdag pa niya.

 

Bukod sa ₱631.023 milyon, nauna nang naglabas ang DBM ng ₱1.982 bilyon noong Oktubre para rin sa QRF replenishment ng DSWD.

 

Nagpalabas din ang DBM ng ₱53.007 milyon para sa Philippine Coast Guard (PCG) upang masuportahan ang kanilang relief, rehabilitation, at search and rescue operations tuwing may kalamidad.

 

“Alam naman natin na sa oras ng sakuna, nandiyan palagi ang ating Philippine Coast Guard—handang magligtas ng buhay ng marami nating kababayang nasa peligro,” ani Secretary Pangandaman.
