The Department of Budget and Management (DBM) confirmed today that the government has about Php 1.307 trillion of programmed spending for year-end 2025.
"Our programmed spending for the fourth quarter will boost year-end economic growth and thus impact overall economic growth for the year," Budget Secretary Amenah F. Pangandaman said.
The bulk of this amount will be used primarily for social services following the directive of President Ferdinand R. Marcos Jr. to ensure that spending for the final stretch of 2025 directly benefits the Filipino people.
This includes Php 2.74 billion for the National Disaster Risk Reduction and Management Fund (NDRRMF) which covers the Quick Response Fund (QRF) replenishment and Emergency Cash Transfers (ECT), in anticipation of possible typhoons in the fourth quarter.
Meanwhile, the amount released for the Department of Social Welfare and Development (DSWD) is primarily earmarked to cover major social protection commitments, including the balance for the Pantawid Pamilyang Pilipino Program (4Ps) amounting to Php 9.52 billion, which provides conditional cash transfers to qualified beneficiaries.
In addition, the DBM released Php 7.03 billion for payouts for the Assistance to Individuals in Crisis Situation (AICS) program and Php 5.77 billion for the social pension benefits for indigent senior citizens. Finally, Php 4.83 billion is released for the Ayuda sa Kapos ang Kita (AKAP) program to support vulnerable sectors. Under the Department of Agriculture (DA), Php 7.33 billion is allocated for the National Rice Program, while 2.47 billion is for the National Livestock Program.
Another Php 2.29 billion is also available under the National Food Authority (NFA) for the buffer stocking program and targeted rice distribution program to ensure the availability of rice, especially in case of unforeseen domestic and global headwinds.
To harness the youth's potential, education likewise remains a priority, with fourth quarter releases for the Department of Education (DepEd) amounting to Php 203.82 billion. This includes allocations for Personnel Services totaling Php 153.71 billion, which will cover the year-end benefits of teachers and personnel, including year-end bonus; and Php 11.4 billion for the Salary Standardization Law (SSL) adjustments.
Meanwhile, Php 23.62 billion is released for the operations of schools, while Php 32.79 billion is earmarked for Government Assistance and Subsidies.
On top of this, the DBM released Php 31.78 billion to State Universities and Colleges (SUCs) and the Commission on Higher Education (CHED), in support of the implementation of key higher education programs such as the Free Higher Education (FHE) and Tertiary Education Subsidy (TES), as well as the funding of personnel benefits and requirements of SUCs, in consideration of the sustained implementation of the Universal Access to Quality Tertiary Education Act (RA 10931) and the overall delivery of quality higher education services across regions.
To ensure sustained employment, Php 4.89 billion has been released to the Department of Labor and Employment (DOLE) to support the continued implementation of livelihood and emergency employment programs, including the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program, Government Internship Program (GIP), DOLE Integrated Livelihood Program (DILP), and the Adjustment Measures Program (AMP), which aim to generate immediate employment, support income recovery, and enhance livelihood opportunities for vulnerable sectors.
For the continued delivery of essential health services across the country, especially in the final quarter of the year, releases for the Department of Health (DOH) include Php 4.3 billion for the support of operational expenses of hospitals in Metro Manila and Php 9.96 billion for regional hospitals. Another Php 787.95 million has also been released for subsidies under the Medical Assistance to Indigent and Financially-Incapacitated Patients (MAIFIP) and another Php 179 million for the Cancer Assistance Fund for continued assistance to reduce the financial burden of patients seeking medical treatment.
For our Overseas Filipino Workers (OFWs), Php 528.09 million has been earmarked for Department of Migrant Workers (DMW) programs such as the OFW Hospital, the Agarang Kalinga at Saklolo para sa mga OFWs na Nangangailan (AKSYON) Fund, and the National Reintegration Center for OFWS (NRCO), with Php 321 million of this fund allotted for the Emergency Repatriation Program of the Overseas Workers Welfare Association (OWWA)
Finally, government employees, including teachers, will receive Year-End Benefits as included in the FY 2025 GAA totaling Php 63.7 billion.
As of October 27, 2025, the DBM has already released Notices of Cash Allocations (NCAs) amounting to Php 1.133 trillion out of the Php 1.307 trillion program for the fourth quarter. (END)

Utos ni PBBM: Bawat Pilipino dapat makinabang sa ₱1.307-T badyet para sa Oct-Dec 2025
KINUMPIRMA ng Budget and Management department ngayong araw na may nakalaan ang gobyerno na humigit-kumulang ₱1.307 trilyon na programmed spending para sa pagtatapos ng taong 2025.
Ayon kay DBM Sec. Amenah Pangandaman, ang naturang badyet ay inaasahan na lalong magpapalakas sa ekonomiya sa pagtatapos ng taon at magiging mahalagang bahagi sa kabuohang paglago ng ekonomiya ng bansa.
“Our programmed spending for the Fourth Quarter will boost year-end economic growth and thus impact overall economic growth for the year,” ani Pangandaman.
Sinabi ni Sec. Pangandaman na malaking bahagi ng pondong ito ay ilalaan sa social services alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na tiyaking lahat ng Pilipino ay direktang makikinabang sa mga gastusin ng gobyerno.
“Palagi po nating prayoridad ang social services sector na malaking tulong sa ating mga kababayan, lalo na para tugunan ‘yung pangunahing pangangailangan nila tulad ng pagkain, healthcare, pati edukasyon. That’s why I urge all departments and agencies — gamitin natin ang budget, gastusin nang tama at siguruhing makakarating sa ating mga kababayan,” ayon pa sa Kalihim.
Kasama sa mga prayoridad ang ₱2.74-B para sa National Disaster Risk Reduction and Management Fund na sasaklaw sa Quick Response Fund replenishment at Emergency Cash Transfers bilang paghahanda sa posibleng mga bagyo nitong mga huling buwan ng taon.
Samantala, inilabas na rin ng DBM ang pondo para sa Department of Social Welfare and Development upang masuportahan ang mga pangunahing programang pang-proteksyon sa mahihirap.
Kabilang dito ang natitirang ₱9.52 bilyon para sa Pantawid Pamilyang Pilipino Program na nagbibigay ng regular na tulong pinansyal sa mga kwalipikadong benepisyaryo sa buong bansa.
Naglabas din ang DBM ng ₱7.03-B para sa mga payout ng Assistance to Individuals in Crisis Situation program at ₱5.77-B para sa social pension benefits ng mga mahihirap na senior citizens.
Mayroon ding ₱4.83-B na inilaan para sa Ayuda sa Kapos ang Kita program upang tulungan ang mga kababayan nating kabilang sa tinawag na vulnerable sectors.
Sa sektor ng agrikultura ay inilaan ang ₱7.33-B para sa National Rice Program at ₱2.47-B para sa National Livestock Program ng Department of Agriculture upang matiyak umano ang patuloy na produksyon ng pagkain.
May karagdagang ₱2.29-B din para sa National Food Authority bilang bahagi ng buffer stocking program at targeted rice distribution program upang mapanatiling sapat ang suplay ng bigas sa merkado.
Sa larangan ng edukasyon, may nakalaang ₱203.82-B para sa Department of Education, kabilang ang ₱153.71-B para sa Personnel Services na sasaklaw sa benepisyo at year-end bonus ng mga guro at empleyado.
Kasama rin dito ang ₱23.62-B na para sa operasyon ng mga paaralan at ₱32.79-B para sa Government Assistance and Subsidies, kabilang ang scholarships at learning support programs.
Naglabas din ang DBM ng ₱31.78-B para sa State Universities and Colleges at Commission on Higher Education upang ipagpatuloy ang mga programang Free Higher Education at Tertiary Education Subsidy sa ilalim ng RA 10931.
Para naman sa sektor ng paggawa, inilaan ang ₱4.89-B para sa Department of Labor and Employment upang suportahan ang mga programang Tupad, Gov’t Internship Program, at DOLE Integrated Livelihood Program.
Sa kalusugan ay may ₱4.3-B na inilaan para sa operasyon ng mga ospital sa Metro Manila at ₱9.96-B para sa mga ospital sa rehiyon, kabilang ang ₱787.95-M na para sa Medical Assistance to Indigent and Financially-Incapacitated Patients.
May ₱179-M din para sa Cancer Assistance Fund upang matulungan ang mga pasyente sa gastos ng kanilang gamutan at makapagbigay ng tuloy-tuloy na suporta sa mga ospital.
Para naman sa ating mga Overseas Filipino Workers ay nakalaan ang ₱528.09-M para sa mga programa ng Department of Migrant Workers, kabilang ang OFW Hospital, Aksyon Fund, at National Reintegration Center for OFWs.
Mula rito ay ₱321-M ang inilaan para sa Emergency Repatriation Program ng Overseas Workers Welfare Administration upang agad na matulungan ang mga OFW sa oras ng pangangailangan.
Samantala, tiniyak ng DBM na lahat ng empleyado ng pamahalaan, kabilang ang mga guro, ay makatatanggap ng kanilang Year-End Benefits sa ilalim ng FY 2025 General Appropriations Act na may kabuuang ₱63.7-B.
Hanggang Oktubre 27, 2025 ay nakapaglabas na ang DBM ng Notices of Cash Allocations na nagkahalagang ₱1.133-T mula sa kabuuang ₱1.307-T na badyet para sa ikaapat na quarter ng taon.
Sa kabuuan ay tiniyak ng pamahalaan na ang pondong ito ay magagamit nang epektibo at makatarungan upang matupad ang utos ni Pangulong Marcos Jr. na lahat ng Pilipino ay makinabang sa bawat pisong ginagastos ng gobyerno.
