The Department of Budget and Management (DBM) has approved the release of the FY 2023 Performance-Based Bonuses (PBB) of qualified members of the Philippine Navy (PN) and the Philippine Air Force (PAF) of the Armed Forces of the Philippines (AFP), as well as the National Intelligence Coordinating Agency (NICA), in recognition of their indispensable role in safeguarding the nation’s stability and promoting public safety.
A total of ₱783.28 million has been released to the three (3) agencies through separate Special Allotment Release Orders (SAROs).
“The approval of the 2023 PBB is an affirmation of President Ferdinand R. Marcos Jr.’s support and appreciation for the members of the PN, PAF, and NICA — agencies that continue to protect the Filipino people from threats, which oftentimes come with great risk and sacrifice,” Budget Secretary Amenah F. Pangandaman said.
Of the total amount released, ₱421.985 million is intended to cover the PBB of 25,821 qualified officials and employees of the Navy. The DBM issued the corresponding SARO on 17 October 2025.
Per the Inter-Agency Task Force’s (IATF) final validation, the eligible PN officials and employees shall each receive a PBB equivalent to 48.75% of their respective monthly basic salary as of 31 December 2023. This is in accordance with the Final Eligibility Assessment Report of the Administrative Order (AO) No. 25 IATF that evaluated the agency’s eligibility for the grant of the 2023 PBB. The grant also considers officials and employees belonging to the First, Second, and Third Levels who received at least a “Very Satisfactory” rating based on the agency’s Civil Service Commission-approved Strategic Performance and Management System or the requirements prescribed by the Career Executive Service Board.
Meanwhile, the DBM released ₱342.467 million on 14 October 2025 to cover the funding requirements for the 2023 PBB of 19,803 qualified personnel of the Air Force. Following the results of the AO No. 25 IATF’s final validation, eligible PAF officials and employees shall each receive a PBB equivalent to 52% of their respective monthly basic salary as of 31 December 2023.
Lastly, the DBM released ₱18.828 million to NICA on 09 October 2025 to cover the agency’s 2023 PBB. The amount is expected to benefit 896 qualified officials and employees, who will receive a PBB equivalent to 52% of their basic salary as of 31 December 2023, following the same IATF validation process.
To recall, prior to these latest fund releases for the 2023 PBB of the PN, PAF, and NICA, the DBM earlier approved the release of ₱1.64 billion for the payment of the 2023 PBB of 110,688 qualified officials and employees of the Philippine Army, and ₱3.39 billion for over 225,000 personnel of the Philippine National Police.
A tribute to service and sacrifice
Secretary Pangandaman underscored that the release of the PBB is more than just a financial incentive — it is a humble token of gratitude to the men and women in uniform who serve the nation with courage and dedication.
“Our soldiers and intelligence personnel give their blood, sweat, and sometimes even their lives to protect the Filipino people. The PBB may be a small thing compared to the magnitude of their sacrifices, but it is our way of recognizing their heroism and commitment to the nation,” she said.
She added that the PBB will, in one way or another, help them and their families cope with daily expenses — whether it’s for paying electricity bills, tuition fees, groceries, or medicine.
“Every peso we release for our uniformed personnel is a small way of saying “maraming salamat po” for their unwavering service to the country,” the Budget Chief concluded.

DBM naglabas ng mahigit ₱783 milyon para sa 2023 PBB ng Navy, Air Force, at NICA personnel
Inaprubahan ng Department of Budget and Management (DBM) ang pagpapalabas ng pondo para sa FY 2023 Performance-Based Bonus (PBB) ng mga kwalipikadong miyembro ng Philippine Navy (PN) at Philippine Air Force (PAF) ng Armed Forces of the Philippines (AFP), at ng National Intelligence Coordinating Agency (NICA). Ito ay bilang pagkilala sa kanilang malaking papel sa pagpapanatili ng kapayapaan, seguridad, at katatagan ng bansa.
Kabuuang ₱783.28 milyon ang inilabas ng DBM para sa tatlong ahensya sa pamamagitan ng magkakahiwalay na Special Allotment Release Orders (SAROs).
Ayon kay Budget Secretary Amenah F. Pangandaman, “Ang pag-apruba ng 2023 PBB ay patunay ng suporta at pagpapahalaga ni Pangulong Ferdinand R. Marcos Jr. sa mga miyembro ng Navy, Air Force, at NICA — mga ahensyang patuloy na naglilingkod at nagpoprotekta sa sambayanang Pilipino kahit kapalit nito ay panganib at sakripisyo.”
Sa kabuuang halaga, ₱421.985 milyon ang inilaan para sa 25,821 kwalipikadong opisyal at kawani ng Philippine Navy. Inaprubahan ng DBM ang kaukulang SARO noong 17 Oktubre 2025.
Batay sa final validation ng Inter-Agency Task Force (IATF), bawat kwalipikadong miyembro ng Navy ay makakatanggap ng PBB na katumbas ng 48.75% ng kanilang basic salary noong 31 Disyembre 2023. Ito ay alinsunod sa Final Eligibility Assessment Report ng Administrative Order No. 25 IATF, na nagsuri kung pasado ang ahensya sa mga itinakdang pamantayan para sa pagbibigay ng PBB.
Kasama rito ang mga opisyal at empleyadong nakatanggap ng rating na hindi bababa sa “Very Satisfactory” ayon sa pamantayan ng Civil Service Commission o Career Executive Service Board.
Samantala, ₱342.467 milyon naman ang inilabas ng DBM noong 14 Oktubre 2025 para sa 19,803 kwalipikadong personnel ng Philippine Air Force.
Batay din sa resulta ng IATF validation, bawat miyembro ng Air Force ay makakatanggap ng PBB na katumbas ng 52% ng kanilang basic salary noong 31 Disyembre 2023.
Para naman sa NICA, ₱18.828 milyon ang inilabas ng DBM noong 09 Oktubre 2025. Makatatanggap ng benepisyo ang 896 kwalipikadong opisyal at empleyado, na tatanggap ng PBB na katumbas din ng 52% ng kanilang basic salary, ayon sa parehong proseso ng IATF validation.
Matatandaang bago pa ito, naglabas na rin ang DBM ng ₱1.64 bilyon para sa 110,688 kwalipikadong opisyal at empleyado ng Philippine Army, at ₱3.39 bilyon para sa mahigit 225,000 personnel ng Philippine National Police bilang bahagi ng 2023 PBB releases.
Pagpupugay sa serbisyo at sakripisyo
Binigyang-diin ni Secretary Pangandaman na ang PBB ay hindi lamang simpleng benepisyo — ito ay maliit na paraan ng pamahalaan upang pasalamatan ang mga sundalo at intelligence personnel sa kanilang katapangan at tapat na paglilingkod.
“Ang ating mga sundalo at intelligence personnel ay nag-aalay ng dugo, pawis, at minsan pati buhay para sa kapakanan ng sambayanang Pilipino. Maliit man ang PBB kumpara sa lawak ng kanilang sakripisyo, ito ang paraan natin ng pagbibigay-pugay at pagkilala sa kanilang kabayanihan,” ani Pangandaman.
Dagdag pa niya, makatutulong din ang PBB sa pang-araw-araw na pangangailangan ng kanilang pamilya — tulad ng pambayad ng kuryente, matrikula, grocery, o gamot.
“Bawat pisong inilalabas natin para sa ating mga uniformed personnel ay simbolo ng pasasalamat ng pamahalaan sa kanilang walang sawang paglilingkod sa bansa,” pagtatapos ng Kalihim.
