Taking another step in making public procurement information more accessible and transparent, Budget Sec. Amenah Pangandaman led the launching of the Procurement Service-DBM Modernized PhilGEPS Open Data Portal today, 21 October 2025.
The Open Data Portal promotes the proactive disclosure of procurement information and empowerment of oversight agencies, civil society, researchers, and the public to engage and monitor procurement activities.
“With the enhanced Open Data Portal, key stakeholders are provided with access to relevant information on public procurement activities. Its key features include user-friendly dashboards and visualization tools that reflect data on procurement platforms such as the eMarketplace, Virtual Store, and eBidding Facility. Data on government agencies, merchants, and observers, as well as bid notices and awards, are likewise showcased," Sec. Amenah Pangandaman said.
“Ibig sabihin, buong bituka po ng procurement process ay makikita na ng publiko," she emphasized.
By publishing procurement information in easy-to-read and downloadable formats through the portal, anyone can track how public funds are spent in real time. This helps people and institutions see bidding trends, check if there’s fair competition, spot possible irregularities, and assess how well government projects are being implemented.
This will also make gov’t procurement more efficient as stakeholders will be able to identify patterns, mitigate red flags, and evaluate performance in awarded contracts.
The enhanced Open Data Portal supports the implementation of the New Government Procurement Act, signed by President Ferdinand R. Marcos Jr. in July 2024. It is likewise consistent with the Philippine government's goal in the Open Government Challenge to intensify the fight against corruption and strengthen public participation.
“We are giving the public the means to see how every peso is spent, ensuring that government procurement remains not just efficient but truly for the people. This initiative also reflects the continuing transformation of the Procurement Service – one that embraces digitalization, integrity, and good governance as guiding principles," PS-SBM Deputy Executive Director of the ICT and Procurement Group Rommel Rivera, for his part, said.
“The enhanced Open Data Portal is now live! Congratulations to PS-DBM, and to all of us who continue to believe in the power of openness and good governance," the DBM chief announced. (END)

Pangandaman, mas pinaigting ang transparency sa procurement ng gobyerno sa paglulunsad ng pinalakas na Open Data Portal ng PS-DBM
Isa na namang malaking hakbang tungo sa mas bukas at tapat na pamahalaan ang ginawa ng Department of Budget and Management (DBM) sa pangunguna ni Budget Secretary Amenah Pangandaman matapos niyang pangunahan ang paglulunsad ng Procurement Service-DBM (PS-DBM) Modernized PhilGEPS Open Data Portal nitong 21 Oktubre 2025.
Layunin ng Open Data Portal na gawing mas madali at mas malinaw para sa publiko, mga ahensya ng gobyerno, civil society, at mga mananaliksik ang pag-access sa mga impormasyon tungkol sa procurement o mga kontrata at proyekto ng pamahalaan. Sa pamamagitan nito, mas madaling masusubaybayan ng publiko kung saan napupunta ang pondo ng gobyerno at kung paano ito ginagastos.

“Ibig sabihin, buong bituka po ng procurement process ay makikita na ng publiko,” diin niya.
Dahil sa bagong portal na ito, mas magiging madaling makita at ma-download ng kahit sino ang mga impormasyon tungkol sa mga proyekto ng gobyerno. Makikita rito kung paano ginagamit ang pera ng bayan — mula sa proseso ng bidding, kung sino ang mga lumahok, hanggang sa kung kanino napunta ang kontrata.
Sa ganitong paraan, mas madali para sa publiko na makita kung patas ba ang mga proseso, kung may iregularidad bang dapat bantayan, at kung maayos bang naipapatupad ang mga proyekto ng gobyerno. Makakatulong din ito para maging mas mabilis at episyente ang procurement dahil madali nang matukoy ang mga pattern, red flags, at performance ng mga kontratang na-award na.
Ang enhanced Open Data Portal ay bahagi ng pagpapatupad ng New Government Procurement Act na nilagdaan ni Pangulong Ferdinand R. Marcos Jr. noong Hulyo 2024. Tugma rin ito sa layunin ng pamahalaan sa ilalim ng Open Government Challenge na palakasin ang kampanya laban sa korapsyon at hikayatin ang mas aktibong partisipasyon ng mamamayan sa mga proseso ng gobyerno.

Sa pamamagitan ng inisyatibong ito, pinapatunayan ng DBM at PS-DBM na ang digitalization at transparency ay hindi lamang modernong hakbang — ito ay patunay ng kanilang pangako sa tapat, bukas, at episyenteng pamahalaan para sa sambayanang Pilipino.
