DBM greenlights ₱3.39 Billion PBB of over 225,000 honest, hardworking PNP personnel
 

The Department of Budget and Management (DBM) has approved the release of ₱3.39 billion to cover the payment of the Fiscal Year (FY) 2023 Performance-Based Bonus (PBB) for 225,545 qualified officials and personnel of the Philippine National Police (PNP).

The release of the PBB for the PNP reflects the directive of President Ferdinand R. Marcos, Jr. to strengthen the morale and welfare of government workers, especially our law enforcement frontliners. It also underscores the administration’s broader thrust to build a professional, motivated, and well-supported bureaucracy that delivers with integrity and excellence.

Under the approved release, each qualified PNP official and personnel will receive a Performance-Based Bonus equivalent to 45.5% of their monthly basic salary as of December 31, 2023. Those in the First, Second, and Third Levels must have achieved at least a “Very Satisfactory” rating under the Civil Service Commission-approved Strategic Performance Management System or the equivalent rating required by the Career Executive Service Board.

The funds will be charged against the Miscellaneous Personnel Benefits Fund (MPBF) under Republic Act No. 12116, or the Fiscal Year 2025 General Appropriations Act (GAA).

The payment of the FY 2023 PBB follows the Final Eligibility Assessment (FEA) Report dated September 16, 2024, from the Administrative Order No. 25 Inter-Agency Task Force (AO25 IATF), confirming the PNP’s eligibility for the grant of said bonus.

For Secretary Pangandaman, this bonus is a small token compared to the daily sacrifices made by the men and women of the police force — who face danger, exhaustion, and uncertainty just to keep the public safe.

Maliit na bagay lang ito kung ikukumpara sa dugo at pawis na ibinubuhos ng ating kapulisan araw-araw. Sa bawat pisong matatanggap nila, nandun ang pagkilala ng pamahalaan sa kanilang kabayanihan at tapat na paglilingkod sa bayan,”  Pangandaman said.

This much-awaited incentive will also provide real relief to the families of police officers — a boost to their household budgets, tuition for their children, or additional funds for daily necessities.

Malaking tulong po ito sa ating mga pulis at sa kanilang pamilya. Pambili ng pagkain, dagdag pang-tuition ng kanilang mga anak, pantulong sa budget sa bahay— o anumang paraan ito mapakinabangan— ang mahalaga ay maramdaman nilang pinahahalagahan natin ang kanilang sakripisyo,”  she added.

DBM naglabas ng ₱3.39 bilyon para sa PBB ng higit 225,000 na tapat at masisipag na PNP personnel

Inaprubahan ng Department of Budget and Management (DBM) ang pagpapalabas ng ₱3.39 bilyon para sa pamamahagi ng Fiscal Year (FY) 2023 Performance-Based Bonus (PBB) ng 225,545 kwalipikadong opisyal at kawani ng Philippine National Police (PNP).

Ang paglalabas ng PBB para sa PNP ay bahagi ng utos ni Pangulong Ferdinand R. Marcos, Jr. na palakasin ang morale at kapakanan ng mga manggagawa ng gobyerno, lalo na ang ating mga tagapagpatupad ng batas. Layunin din nitong ipakita ang pangkalahatang hangarin ng administrasyon na magkaroon ng propesyonal, masigla, at suportadong burukrasya na nagseserbisyo nang may integridad at kahusayan.

Sa ilalim ng aprubadong pondo, bawat kwalipikadong opisyal at kawani ng PNP ay makatatanggap ng Performance-Based Bonus na katumbas ng 45.5% ng kanilang buwanang basic salary batay sa kanilang sahod noong Disyembre 31, 2023. Ang mga nasa First, Second, at Third Levels ay kinakailangang may rating na hindi bababa sa “Very Satisfactory” sa ilalim ng Strategic Performance Management System ng Civil Service Commission o katumbas na rating na aprubado ng Career Executive Service Board.

Ang pondo ay kukunin mula sa Miscellaneous Personnel Benefits Fund (MPBF) sa ilalim ng Republic Act No. 12116 o Fiscal Year 2025 General Appropriations Act (GAA).

Ang pagbabayad ng FY 2023 PBB ay batay sa Final Eligibility Assessment Report ng Administrative Order No. 25 Inter-Agency Task Force (AO25 IATF) na inilabas noong Setyembre 16, 2024, na nagpapatunay sa pagiging kwalipikado ng PNP para sa bonus.

Para kay Secretary Amenah Pangandaman, maliit na bagay ang bonus na ito kumpara sa araw-araw na sakripisyo ng mga miyembro ng kapulisan na patuloy na nagbubuwis ng panahon, pagod, pawis, at buhay para sa kaligtasan ng mamamayan.

Maliit na bagay lang ito kung ikukumpara sa dugo at pawis na ibinubuhos ng ating kapulisan araw-araw. Sa bawat pisong matatanggap nila, nandun ang pagkilala ng pamahalaan sa kanilang kabayanihan at tapat na paglilingkod sa bayan,” ani Pangandaman.

Dagdag pa ng Kalihim, malaking tulong din ang bonus na ito sa mga pamilya ng ating kapulisan. Maaari aniya itong magamit bilang pambili ng pagkain, pandagdag tuition, o pantulong sa pang-araw-araw na gastusin sa bahay.
