In adherence to the directive of President Ferdinand R. Marcos Jr. to speed up aid and recovery efforts for the victims of recent calamities that hit the country, the Department of Budget and Management (DBM) releases a total of 1.625 billion to replenish the Quick Response Funds (QRFs) of the Department of Social Welfare and Development (DSWD) and the Department of Public Works and Highways (DPWH).

 

“Ang gusto po ng Pangulong BBM, lahat ng ahensya ng gobyerno ay gumalaw ng mabilis para mabigyan ng agarang tulong ang mga biktima ng lindol sa lalawigan ng Cebu. Whole-of-government approach po ito— mula sa paglalabas ng pondo, pag-deliver ng emergency service, at pagsasagawa ng ground zero assessment,” DBM Secretary Amenah Pangandaman said.

 

“Our government is prepared. We have standby funds that can be tapped immediately to deliver assistance to those affected. In moments like this, government aid must never be delayed,” she added.

 

For the DSWD, a total of P625 million has been released to replenish their FY 2025 QRF. The amount is intended for the prepositioning of relief resources in DSWD warehouses and provision of Emergency Cash Transfer for disaster-affected families in areas declared under a State of Calamity.

 

Meanwhile, a total of P1 billion has been released to the DPWH to cover the third replenishment of its built-in QRF.

 

The said amounts shall be used for reconstruction and rehabilitation programs, activities, or projects, including the pre-positioning of goods and equipment in communities or areas stricken by calamities, which occurred in the last quarter of the immediately preceding year and those occurring during the current year.

 

The QRF serves as a stand-by fund for relief and recovery programs in order that the situation and living conditions of people in communities or areas stricken by disasters, calamities, epidemics, or complex emergencies may be normalized as quickly as possible. Concerned agencies may request replenishment from the DBM when the balance of the QRF has reached fifty percent (50%).

 

“As of October 2, the National Disaster Risk Reduction and Management Fund (NDRRMF) still has ₱5.3 billion available that can be used for broader rehabilitation efforts and the repair of infrastructure damaged by the earthquake,” Sec. Pangandaman said.

 

 

Meanwhile, in compliance with the directive of President Ferdinand R. Marcos Jr. to provide immediate assistance to communities hit by the recent earthquake, the DBM will release a total of ₱375 million through the Local Government Support Fund (LGSF). This includes ₱150 million for the entire Province of Cebu, and ₱75 million each for the municipalities of San Remigio, Bogo City, and Medellin.

 

On top of this, Budget Secretary Amenah Pangandaman recently announced that an additional ₱50 million shall be released to the Municipality of Borbon.

 

With this augmentation, the total DBM allocation now stands at ₱425 million under the LGSF, aimed at accelerating relief operations and jumpstarting rehabilitation efforts in the areas most severely affected by the earthquake.

Bilang pagsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na pabilisin ang mga pagtulong at pagbangon para sa mga biktima ng mga kalamidad na tumama sa bansa kamakailan, naglabas ang Department of Budget and Management (DBM) ng kabuuang 1.625 bilyon upang punan ang Quick Response Funds (QRFs) ng Department of Social Welfare and Development (DSWD) at Department of Public Works and Highways (DPWH).

 

“Ang gusto po ng Pangulong BBM, lahat ng ahensya ng gobyerno ay gumalaw nang mabilis para mabigyan ng agarang tulong ang mga biktima ng lindol sa lalawigan ng Cebu. Para sa DSWD, nasa kabuuang P625 milyon ang inilabas para mapunan muli ang kanilang FY 2025 QRF. Ang halaga ay inilaan para sa paglalagay o prepositioning ng relief resources sa mga bodega ng DSWD at probisyon para sa Emergency Cash Transfer para sa mga pamilyang naapektuhan ng kalamidad sa mga lugar na idineklara sa ilalim ng State of Calamity.

 

Samantala, nasa kabuuang P1 bilyon naman ang inilabas sa DPWH para sa ikatlong replenishment ng built-in QRF nito.

 

Ang mga nasabing halaga ay gagamitin para sa mga programa, aktibidad, o proyekto sa muling pagtatayo at rehabilitasyon, kabilang ang paglalagay o pre-positioning ng goods at equipment sa mga komunidad o lugar na tinamaan ng mga kalamidad na nangyari noong huling quarter ng nakaraang taon at ang mga naganap sa kasalukuyang taon.

 

Ang QRF ay nagsisilbing stand-by fund para sa mga programa sa pagtulong at pagbangon upang mapabilis ang pagbabalik sa normal, sa lalong madaling panahon, ang sitwasyon at kondisyon ng pamumuhay ng mga tao sa mga komunidad o lugar na tinamaan ng mga sakuna, kalamidad, epidemya, o complex emergencies. Maaaring humiling ng replenishment ang mga kinauukulang ahensya mula sa DBM kapag umabot sa limampung porsyento (50%) ang balanse ng kani-kanilang QRF.

Samantala, bilang pagsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na magbigay ng agarang tulong sa mga komunidad na tinamaan ng lindol kamakailan lang, maglalabas ang DBM ng kabuuang ₱375 milyon sa pamamagitan ng Local Government Support Fund (LGSF). Kasama rito ang ₱150 milyon para sa buong lalawigan ng Cebu, at ₱75 milyon bawat isa para sa mga munisipalidad ng San Remigio, Bogo City, at Medellin.

 

Bukod pa rito, kamakailan ay inanunsyo ni Budget Secretary Amenah Pangandaman ang karagdagang ₱50 milyon na ilalabas para sa Munisipalidad ng Borbon.

 

Sa pagdaragdag na ito, ang kabuuang alokasyon ng DBM ay umabot na sa ₱425 milyon sa ilalim ng LGSF, na naglalayong pabilisin ang relief operations at agarang simulan ang rehabilitation efforts sa mga lugar na pinakamatinding naapektuhan ng lindol.
