In line with the directive of President Ferdinand “Bongbong” Marcos Jr., Secretary Amenah Pangandaman today instructed the Department of Budget and Management (DBM) to immediately process the release of ₱375 million to help jumpstart the rehabilitation efforts in Cebu province following the devastation caused by the magnitude 6.9 earthquake.
 
Through the Local Government Support Fund (LGSF), the DBM will release ₱150 million for the entire province of Cebu, while ₱75 million each will be allocated for San Remigio, Bogo City, and Medellin. This aims to accelerate relief operations and initial rehabilitation in the areas severely affected by the earthquake.
 
The entire province of Cebu has been placed under a state of calamity after Cebu Governor Pamela Baricuatro signed Executive Order No. 57, allowing faster access to funds and the immediate implementation of rescue, relief, and rehabilitation measures.
 
The DBM assured that the national government has sufficient funds to quickly respond to the needs of the province. In a statement, DBM Secretary Amenah Pangandaman stressed that government aid to earthquake victims must not be delayed.
 
Ang gusto po ng Pangulong BBM, lahat ng ahensya ng gobyerno ay gumalaw ng mabilis para mabigyan ng agarang tulong ang mga biktima ng lindol sa lalawigan ng Cebu. Whole-of-government approach po ito— mula sa paglalabas ng pondo, pag-deliver ng emergency service, at pagsasagawa ng ground zero assessment,” Secretary Amenah Pangandaman said.

As of today, the National Disaster Risk Reduction and Management Fund (NDRRMF) still has ₱5.3 billion available that can be used for broader rehabilitation efforts and the repair of infrastructure damaged by the earthquake. This comes after the DBM released the Quick Response Fund (QRF) replenishment for the DSWD (₱625 million) yesterday and for the DPWH (₱1 billion) today.
 
According to PHIVOLCS, the 6.9-magnitude quake struck at 9:59 PM on September 30. Based on the latest reports, 72 people have been confirmed dead and nearly 300 injured in Cebu.
 
Various infrastructures such as buildings, bridges, schools, and churches were damaged, including the Archdiocesan Shrine of Santa Rosa de Lima, which collapsed after the quake.
 
Currently, more than 2,600 families remain in evacuation centers due to continuing aftershocks. President Marcos is closely monitoring efforts to identify evacuation areas for the 65,000 displaced families.
 
Many communities are also experiencing power outages, communication disruptions, and transport delays, making the delivery of aid to remote barangays more challenging.
 
Despite the extensive damage, the DBM assured that the national government’s support for Cebu and neighboring areas remains firm to ensure the swift recovery of affected communities.

DBM, maglalabas ng 375 milyong pondo upang tulungang makabangon ang Cebu
 
Alinsunod sa direktiba ni Pangulong Ferdinand “Bongbong” Marcos Jr., inatasan ngayong araw ni Secretary Amenah Pangandaman ang Department of Budget and Management (DBM) na agarang i-proseso ang paglalabas ng aabot sa P375 milyong pondo upang makatulong sa pagsisimula ng rehabilitasyon sa lalawigan ng Cebu. Ito ay matapos makatamo ang lalawigan ng matinding pinsalang dulot ng magnitude 6.9 na lindol.
 
Gamit ang Local Government Support Fund (LGSF), maglalabas ang DBM ng P150 milyon para ilaan sa buong lalawigan ng Cebu, habang tig-P75 milyon naman ang para sa San Remigio, Bogo City, at Medellin. Layunin nitong mapabilis ang relief operations at paunang rehabilitasyon sa mga apektadong lugar na matinding nasalanta ng lindol.
 
Nakataas ngayon ang state of calamity sa buong lalawigan ng Cebu, matapos lagdaan ni Cebu Governor Pamela Baricuatro ang Executive Order No. 57, kung saan mapapabilis ang paggamit ng pondo at agarang maisasagawa ang mga hakbangin tulad ng rescue, relief at rehabilitasyon. 
 
Tiniyak naman ng DBM na may sapat na pondo ang pambansang pamahalaan para sa mabilis na pagtugon sa pangangailangan ng lalawigan. Sa isang pahayag, sinabi ni DBM Secretary Amenah Pangandaman na hindi umano dapat maantala ang pagpapadala ng tulong ng gobyerno sa mga naging biktima ng lindol.
 
Ang gusto po ng Pangulong BBM, lahat ng ahensya ng gobyerno ay gumalaw ng mabilis para mabigyan ng agarang tulong ang mga biktima ng lindol sa lalawigan ng Cebu. Sa ngayon ay may natitira pang P5.3 bilyon na budget ang National Disaster Risk Reduction and Management Fund (NDRRMF) na maaaring magamit para sa mas malawak na rehabilitasyon at sa pagsasaayos ng mga imprastrakturang napinsala ng lindol. Ito ay matapos i-release ng DBM ang Quick Response Fund (QRF) replenishment ng DSWD (P625 million) kahapon, at ngayong araw naman ang sa DPWH (P1 billion).
 
Ayon sa tala ng PHIVOLCS, tumama ang 6.9 magnitude na lindol bandang 9:59 ng gabi noong Setyembre 30. Batay sa pinakahuling ulat, umabot na sa 72 ang nasawi at halos 300 ang sugatan sa Cebu. 
 
Iba’t ibang imprastraktura ang naapektuhan ng lindol tulad ng mga gusali, tulay, mga paaralan, at ilang simbahan gaya ng Archdiocesan Shrine of Santa Rosa de Lima na gumuho matapos ang lindol.
 
Sa kasalukuyan, mahigit 2,600 na pamilya ang nananatili sa evacuation centers dahil sa patuloy na mga aftershock. Nakatutok naman si PBBM sa paghahanap ng evacuation area para sa 65,000 displaced families kasunod ng nasabing lindol.
 
Marami rin ang nakararanas ng brownout, aberya sa komunikasyon at pagkaantala sa transportasyon dahilan upang maging hamon ang paghahatid ng tulong sa mga malalayong barangay.
 
Sa kabila ng matinding pinsala, tiniyak ng DBM na buo ang suporta ng pambansang pamahalaan sa Cebu at mga karatig-lugar upang masiguro ang mabilis na pagbangon ng mga komunidad.
