In its bid to revitalize and modernize the country’s Agriculture sector, the administration of President Ferdinand R. Marcos Jr. allocates a total of Php256.5 billion under the National Expenditure Program (NEP) 2026.
The proposed budget for prioritizing the Agriculture sector remains anchored on one of the pillars of the Philippine Development Plan (PDP) 2023-2028, specifically in Transforming Production Sectors to Generate More Quality Jobs and Competitive Products.
"A total of Php 256.5 billion will be used to strengthen our Agriculture sector in 2026. Of this amount, Php 153.9 billion will finance the Department of Agriculture (DA) and its attached agencies; Php 45.1 billion for the National Irrigation Administration (NIA), and Php 17.4 billion for the Department of Agrarian Reform (DAR), among others," the President said in his Budget Message.
Department of Budget and Management (DBM) Secretary Amenah Pangandaman highlighted that the proposed budget for the industry in 2026 will support the administration’s continuous push to ensure food security and promote inclusive growth, as directed by the President, especially in the wake of a series of natural calamities this year, including the 6.9 magnitude quake felt in Cebu and nearby provinces.
"Sa likod ng bawat programa, may buhay, may kwento, at may pangarap. At sa pamamagitan ng 2026 National Budget, sama-sama nating tutuparin ito sa Bagong Pilipinas-- isang Bagong Pilipinas kung saan ang mga magsasaka ay may sapat na suporta at kung saan ang bigas ay maaaring bilhin sa abot-kayang halaga, dahil #BawatButilMahalaga," Secretary Amenah said.
Rice Sufficiency
For 2026, DA’s National Rice Program (NRP) has been increased to Php 29.9 billion, up by 38.0 percent from the Php 21.7 billion budget in 2025. The NRP, aimed at strengthening farm productivity, provides fertilizers with quality inbred and hybrid rice seeds that will help local farmers boost their crop yields.
Meanwhile, the Rice Competitiveness Enhancement Fund, which supports rice competitiveness and income of rice farmers, will receive Php 30.0 billion to fund the modernization of farm machinery and equipment; development, propagation, and promotion of rice seeds; and other priority programs, activities, and projects that will most effectively promote farmers' productivity, supply resiliency, and address food security emergency situations on rice due to supply shortage or extraordinary increase in prices.
The Rice for All Program of the DA, which includes the Benteng Bigas Meron Na program, will be given Php 10.0 billion to further expand access to affordable rice at public markets and KADIWA sites, to be procured from various sources including, but not limited to: (I) accredited individual farmers’ cooperatives and associations, government agencies such as the National Food Authority and the National Irrigation Administration; (ii) from local rice suppliers; or (iii) strategic importation, provided that importation shall be allowed when the necessity arises.
The Buffer Stocking Program will be allotted Php 11.2 billion. Of this amount, P9 billion will be used to procure 300,000 metric tons of palay to be used during crises, such as emergencies and disasters. Meanwhile, the amount of P2.177 billion is intended to cover the direct costs related to the palay procurement such as conversion of palay to rice (milling), the transfer of palay or rice (dispersal), and the distribution of rice to intended users/beneficiaries.
Other Agricultural Programs
The National Livestock Program will receive Php 3.8 billion, while the National Fisheries Program will receive Php 9.3 billion.
The Sugarcane Industry Development Program will be allotted Php 1.0 billion to enhance sugar production beyond more than 2 million metric tons of sugar annually.
Other national programs of the DA to receive continuous funding next year include the National Corn Program with Php 6.7 billion; National High Value Crops Development Program with Php 2.1 billion; National Organic Agriculture Program with Php 1.0 billion; and National Urban and Peri-Urban Agriculture Program with Php 391 million.
Agricultural Hubs & Infrastructure
To expand access to affordable agricultural products and provide a direct link between farmers and consumers, the Kadiwa ni Ani at Kita Program has been allocated Php 250 million.
Meanwhile, the President also stated that a total of Php 2.1 billion will be invested to pioneer a national agricultural food hub in Clark, Pampanga, which will serve as a storage and processing center for farmers and traders.
A total of Php 16.0 billion will also go to the construction of 1,067 kilometers of Farm-to-Market Roads to reduce the transportation and logistics costs needed to transport agricultural products to and from farms, production areas, and markets.
The Philippine Rural Development Project (PRDP) Scale-Up will get Php 9.98 billion to increase investments in agriculture by building more infrastructures, such as farm-to-market roads and value chain rural infrastructure (e.g., post-harvest facilities and cold storage).

PBBM administration, naglaan ng P256.6 bilyon para sa sektor ng Agrikultura sa 2026
Sa hangarin nitong paunlarin at gawing moderno ang sektor ng Agrikultura ng bansa, naglaan ang administrasyon ni Pangulong Ferdinand R. Marcos Jr. ng kabuuang Php256.5 bilyon sa ilalim ng National Expenditure Program (NEP) 2026.
Ang panukalang budget para sa pagbibigay-prayoridad sa sektor ng Agrikultura ay nananatiling nakaangkla sa isa sa mga haligi ng Philippine Development Plan (PDP) 2023-2028, partikular sa Transforming Production Sectors to Generate More Quality Jobs and Competitive Products.

Binigyang-diin ni Department of Budget and Management (DBM) Secretary Amenah Pangandaman na ang panukalang budget para sa industriya sa 2026 ay susuporta sa patuloy na pagtulak ng administrasyon na tiyakin ang food security at isulong ang ingklusibong pag-unlad, sa utos ng Pangulo, lalo na matapos ang sunud-sunod na kalamidad ngayong taon, kasama na ang 6.9 magnitude na lindol na naramdaman sa Cebu at karatig probinsya.
"Sa likod ng bawat programa, may buhay, may kwento, at may pangarap. At sa pamamagitan ng 2026 National Budget, sama-sama nating tutuparin ito sa Bagong Pilipinas-- isang Bagong Pilipinas kung saan ang mga magsasaka ay may sapat na suporta at kung saan ang bigas ay maaaring bilhin sa abot-kayang halaga dahil #BawatButilMahalaga," ayon kay Secretary Amenah.
Rice Sufficiency
Para sa 2026, ang National Rice Program (NRP) ng DA ay itinaas sa Php 29.9 bilyon, katumbas ng 38.0 porsyentong pagtaas mula sa Php 21.7 bilyon na budget nito ngayong 2025. Ang NRP, na naglalayong palakasin ang farm productivity, ay nagbibigay ng fertilizers o mga pataba na may de-kalidad na inbred at hybrid rice seeds na makatutulong sa mga lokal na magsasaka na mapalago ang kanilang pananim.
Samantala, ang Rice Competitiveness Enhancement Fund, na sumusuporta sa rice competitiveness at kita ng rice farmers, ay tatanggap ng Php 30.0 bilyon para pondohan ang modernisasyon ng farm machinery at equipment; pagpapaunlad, propagation, at pagpapalaganap ng rice seeds; at iba pang prayoridad na mga programa, aktibidad, at proyekto na pinaka-epektibong magtataguyod ng pagiging produktibo ng mga magsasaka, supply resiliency, at pagtugon sa mga sitwasyon ng food security emergency sa bigas bunsod ng kakulangan ng suplay o hindi pangkaraniwang pagtaas ng mga presyo.
Ang Rice for All Program ng DA, na kinabibilangan ng Benteng Bigas Meron Na program, ay bibigyan ng Php 10.0 bilyon para higit pang mapalawak ang access sa abot-kayang bigas sa mga pampublikong pamilihan at KADIWA sites, na kukunin mula sa iba't ibang sources kabilang ang, ngunit hindi limitado sa: (i) accredited individual farmers’ cooperatives and associations, mga ahensya ng gobyerno tulad ng National Food Authority at National Irrigation Administration; (ii) mula sa lokal na rice suppliers; o (iii) strategic importation, na ang importasyon ay dapat pahihintulutan kung kinakailangan.
Ang Buffer Stocking Program naman ay paglalaanan ng Php 11.2 bilyon. Sa halagang ito, P9 bilyon ang gagamitin sa pagbili ng 300,000 metrikong tonelada ng palay na gagamitin sa panahon ng krisis, tulad ng emergencies at sakuna. Samantala, ang halagang P2.177 bilyon ay nakalaan upang masakop ang direct costs na may kaugnayan sa palay procurement tulad ng kombersyon ng palay sa bigas (milling), paglilipat ng palay o bigas (dispersal), at pamamahagi ng bigas sa mga itinuturing na gumagamit/benepisyaryo.
Iba pang Agricultural Programs
Ang National Livestock Program ay tatanggap ng Php 3.8 bilyon, habang ang National Fisheries Program ay tatanggap ng Php 9.3 bilyon.
Ang Sugarcane Industry Development Program ay paglalaanan ng Php 1.0 bilyon upang mapalakas ang produksyon ng asukal na higit sa 2 milyong metrikong tonelada ng asukal taun-taon.
Ang iba pang national programs ng DA na tatanggap ng tuluy-tuloy na pondo sa susunod na taon ay ang National Corn Program na may Php 6.7 bilyon; National High Value Crops Development Program na may Php 2.1 bilyon; National Organic Agriculture Program na may Php 1.0 bilyon; at National Urban and Peri-Urban Agriculture Program na may Php 391 milyon.
Agricultural Hubs & Infrastructure
Upang mapalawak ang access sa abot-kayang agricultural products at magbigay ng direktang ugnayan sa pagitan ng mga magsasaka at mga mamimili, ang Kadiwa ni Ani at Kita Program ay pinaglaanan ng Php 250 milyon.
Samantala, inihayag din ng Pangulo na kabuuang Php 2.1 bilyon ang ilalaan upang simulan ang agricultural food hub sa Clark, Pampanga, na magsisilbing storage at processing center ng mga magsasaka at traders o mangangalakal.
Nasa kabuuang Php 16.0 bilyon din ang mapupunta sa konstruksyon ng 1,067 kilometro ng Farm-to-Market Roads upang mapababa ang gastos sa transportasyon at logistics na kailangan para sa pagdadala ng agricultural products papunta at mula sa mga sakahan, production areas, at mga pamilihan.
Ang Philippine Rural Development Project (PRDP) Scale-Up ay makakakuha ng Php 9.98 bilyon upang madagdagan ang pamumuhunan sa agrikultura sa pamamagitan ng pagtatayo ng marami pang mga imprastraktura, tulad ng farm-to-market roads at value chain rural infrastructure (hal., post-harvest facilities at cold storage).
