The Department of Budget and Management, in collaboration with learning stakeholders launched on Monday, Sept 29, an open data initiative aimed at strengthening transparency and accessibility of information in the education sector.

 

DBM Secretary Amenah Pangandaman and DepEd Secretary Sonny Angara led the rollout of ‘Project Bukas’ at Parañaque National High School on September 29, 2025. The initiative seeks to make data on schools, students, and education outcomes available to the public through an online platform.

 

Envisioned by President Ferdinand Marcos, Jr. himself to empower stakeholders of the education sector for a proof-based or data-driven campaign against corruption, ‘Project Bukas’ will be the broadened version of the government’s Freedom of Information policy which allows citizens access to information from public offices with exceptions on national security and personal privacy.

 

“As Chairperson of the Philippine Open Government Partnership, whose mission is to promote transparency and accountability in government, I am very pleased to see DepEd embarking on this open data initiative,” Pangandaman said. She emphasized that the project is designed to provide stakeholders with reliable data to guide evidence-based decision-making in education.

 

The centerpiece of the program is the Paaralang Bukas Dashboard, an online platform where the public can access information on enrollment, test results, internet connectivity, teaching personnel, and the condition of school facilities. The dashboard also covers utilities such as water and electricity, giving parents, teachers, local governments, and communities a clearer picture of gaps and areas for improvement.

 

According to Sec Amenah Pangandaman, the initiative will help address long-standing questions on education funding and outcomes.

 

“Project Bukas marks a pivotal step not only in finding answers to these fundamental questions but, more importantly, in providing a learning environment built on trust, evidence-based decisions, and a strong collective resolve within the community,” she said.

 

For his part, Angara stressed that DepEd sees the project as a collaborative effort. “We want to work hand in hand with our partners from both the public and private sectors. This is a shared responsibility, and we cannot move forward without your support,” he said during the launch.

 

The project is supported by private institutions, civil society groups, research organizations, and the Evidence for Education (E4E) coalition. This multi-sectoral approach, officials said, reflects the government’s whole-of-nation and whole-of-government strategy to ensure accountability in education spending.

 

Angara highlighted the DBM’s role in promoting open governance, citing the earlier launch of the Open Government Initiative in 2022. He noted that transparency in budget allocation and spending is crucial as DepEd aims to secure the largest share of the national budget in 2026.

 

The DepEd chief added that the system would help minimize anomalies and irregularities in school projects. “Through Project Bukas, stakeholders can now directly see the condition of school facilities. This transparency will prevent misuse of funds and encourage both private and local government support,” Angara said.

 

Pangandaman pointed out that the initiative complements existing DBM transparency tools such as the Budget Analytics Dashboard for real-time fund monitoring, Project DIME which uses satellite and geo-tagging to track DepEd projects, and the PhilGEPS Open Data platform to ensure transparency in procurement.

 

She also announced that the DBM has recommended a ₱1.224-trillion budget for education in 2026, the highest allocation in Philippine history. The figure represents 4 percent of the country’s GDP, in line with UNESCO’s recommendation for education spending.

 

“As you can see, we have done everything that we can to ensure that Education remains the top priority in the National Budget. This is for our children and the generations to come,” Pangandaman said, adding that Project Bukas embodies the essence of open government—transparency that empowers communities.

Pinangunahan ng Department of Budget and Management, sa pakipagtulungan ng mga katuwang sa sektor ng edukasyon, ang paglunsad ng isang open data initiative na naglalayong palakasin ang transparency at accessibility ng impormasyon sa sektor ng edukasyon sa pamamagitan ng programang Project Bukas.

 

Sa pangunguna nina DBM Sec. Amenah Pangandaman at Department of Education Secretary Sonny Angara, inilunsad ang programa sa Parañaque National High School noong Lunes, Setyembre 29, 2025.

 

Layunin ng Project Bukas na gawing mas bukas at madaling ma-access ang mahalagang mga datos kaugnay ng paaralan, mag-aaral, at resulta ng edukasyon sa isang online platform.

 

Ang ‘Project Bukas,’ na hinangad ni Pangulong Ferdinand Marcos, Jr. na magbigay ng kapangyarihan sa mamamayan na makiisa sa tinatawag na proof-based or data-driven campaign laban sa korapsiyon ay inilarawan bilang pinalawak at mas pinagaan na bersyon ng umiiral na Freedom of Information policy ng pamahalaan, na nagbibigay ng karapatan sa taumbayan na magkaroon ng access sa impormasyong hawak ng mga ahensya ng gobyerno - maliban na lang sa mga sensitibong usaping may kinalaman sa pambansang seguridad at pribadong impormasyon.

 

Sinabi ni Pangandaman na ang proyekto ay bahagi ng adbokasiya ng Philippine Open Government Partnership na kanyang pinamumunuan, upang isulong ang pananagutan at pagiging bukas ng pamahalaan sa taumbayan.

 

“Bilang tagapangulo ng Philippine Open Government Partnership, ikinagagalak kong makita na ang DepEd ay sumusuong sa ganitong hakbangin. Layunin ng proyektong ito na magbigay ng maaasahang datos upang maging gabay sa mga desisyong nakabatay sa ebidensya sa larangan ng edukasyon,” mariing sabi ni Pangandaman.

 

Ang sentro ng proyekto ay ang Paaralang Bukas Dashboard - isang online na plataporma kung saan maaaring makita ng publiko ang datos hinggil sa bilang ng mga mag-aaral, resulta ng pagsusulit, konektibidad sa internet, bilang ng guro, at kondisyon ng mga pasilidad ng paaralan.

 

Sinasaklaw rin ng dashboard ang mga pangunahing serbisyo kagaya ng kuryente at tubig, na layuning bigyang-linaw ang mga kakulangan at aspeto na dapat pagtuunan ng pansin ng mga magulang, guro, pamahalaang lokal, at buong komunidad.

 

Ayon kay Sec. Amenah Pangandaman, malaking tulong ang Project Bukas upang matugunan ang matagal nang mga tanong hinggil sa pondong inilalaan sa edukasyon at ang aktwal na epekto nito.

 

“Ang Project Bukas ay isang mahalagang hakbang hindi lamang para makahanap ng sagot sa mga batayang tanong, kundi para maitayo ang isang kapaligiran sa pagkatuto na nakabatay sa tiwala, datos, at kolektibong pagkilos ng komunidad,” dagdag ni Pangandaman.

 

Sa kaniyang pahayag, binigyang-diin naman ni Secretary Angara na ang proyekto ay isang pinagsamang hakbang ng iba’t ibang sektor.

 

“Hangad po naming makipagtulungan sa publiko at pribadong sektor. Ito ay isang kolektibong responsibilidad na hindi namin magagampanan nang kami lamang,” aniya.

 

Suportado ang Project Bukas ng iba’t ibang pribadong institusyon, civil society organizations, research groups, at ng Evidence for Education (E4E) Coalition. Ayon sa mga opisyal, sumasalamin ito sa whole-of government at whole-of-nation approach ng pamahalaan upang matiyak ang pagiging epektibo at accountable ng paggastos sa edukasyon.

 

Ibinahagi rin ni Angara ang naging papel ng DBM sa pagsusulong ng open governance, kabilang na ang Open Government Initiative noong 2022. Binanggit niyang ang transparency sa budget allocation ay mahalaga lalo na’t target ng DepEd na makuha ang pinakamalaking bahagi ng pambansang budget sa 2026.

 

Dagdag pa niya, ang paggamit ng dashboard ay makatutulong upang maiwasan ang mga iregularidad sa mga proyekto sa mga paaralan.

 

“Dahil sa Project Bukas, makikita na mismo ng mga stakeholder ang aktwal na kondisyon ng mga paaralan. Ang pagiging bukas na ito ay makakatulong upang maiwasan ang maling paggamit ng pondo at makahikayat ng suporta mula sa LGUs at pribadong sektor,” ani Angara.

 

Samantala, sinabi ni Pangandaman na ang Project Bukas ay umaakma rin sa iba pang mga transparency tools ng DBM gaya ng: Budget Analytics Dashboard para sa real-time fund monitoring; Project DIME na gumagamit ng satellite at geo-tagging upang masubaybayan ang mga proyekto ng DepEd, at ang; PhilGEPS Open Data platform para sa mas bukas na proseso ng procurement.

 

Ipinahayag din ng Kalihim na inirekomenda ng DBM ang ₱1.224 trilyon na budget para sa sektor ng edukasyon sa taong 2026 - ang pinakamataas na inilaang pondo sa kasaysayan ng bansa. Katumbas ito ng 4% ng GDP, alinsunod sa rekomendasyon ng UNESCO.

 

“Ginawa na namin ang lahat upang manatiling pangunahing prayoridad ang edukasyon sa pambansang budget. Ito ay para sa kinabukasan ng ating mga anak at ng mga susunod

pang henerasyon,” ani Pangandaman.

 

Tinapos niya ang talumpati sa pagsasabing ang Project Bukas ay sagisag ng tunay na diwa ng open government - isang pamahalaang bukas, tapat, at nagbibigay kapangyarihan sa mamamayan.
