Following the directive of President Ferdinand R. Marcos Jr. to guarantee immediate relief and rehabilitation for communities affected by the 6.9-magnitude earthquake off Cebu on Tuesday night—which has so far claimed at least 20 lives, injured dozens, damaged heritage churches and other structures, and disrupted power in several parts of the Visayas—Budget Secretary Amenah Pangandaman called on agencies to promptly activate their Quick Response Funds (QRF).
 
The QRF serves as an emergency standby facility designed to finance urgent relief and recovery initiatives, helping communities return to normalcy after disasters such as earthquakes and typhoons.
 
Our prayers go to the families who lost their loved ones and to all who are enduring this tragedy. In moments like this, government aid must never be delayed. Agencies such as the DSWD, DPWH, and OCD have Quick Response Funds that can be tapped immediately to deliver assistance to those affected. We also have the NDRRM Fund on standby for larger-scale needs, including the repair of damaged facilities and heritage sites, to help ensure that our communities can rise again as quickly as possible,” Secretary Pangandaman said.
 
Secretary Pangandaman also ordered the DBM and PS regional office in Cebu and nearby areas to immediately check on the safety of their personnel, submit situation reports, and conduct structural inspections of DBM and PS buildings.
 
Likewise, DBM’s regional offices in Central and Eastern Visayas were instructed to coordinate with their regional counterparts from the Office of Civil Defense (OCD) to identify requirements where DBM assistance may be extended.
 
Agencies may seek replenishment from the DBM once their QRF balance has been reduced to at least fifty percent (50%).
 
Government agencies with built-in QRFs include the Department of Health (DOH), Department of the Interior and Local Government (DILG), Department of Public Works and Highways (DPWH), Department of National Defense–Office of Civil Defense (DND–OCD), Department of Education (DepEd), Department of Social Welfare and Development (DSWD), Department of Transportation–Philippine Coast Guard (DOTr–PCG), National Irrigation Administration (NIA), and Department of Agriculture (DA).
 
As of 01 October 2025, the National Disaster Risk Reduction and Management Fund (NDRRMF) has a balance of ₱8.008 billion. The fund supports emergency relief and rehabilitation programs for disaster-affected areas, including the repair and reconstruction of public facilities and other capital investments necessary for disaster response.
 
The Philippine Institute of Volcanology and Seismology initially measured the earthquake at magnitude 6.7 before upgrading it to 6.9. The tremor struck at 9:59 p.m., with its epicenter traced 21 kilometers northeast of Bogo City, Cebu. The U.S. Geological Survey likewise recorded it at magnitude 7.0 before later revising it to 6.9.

DBM, hinimok ang mga ahensya na gamitin ang calamity funds para sa mas mabilis na pagtugon at rehabilitasyon matapos ang 6.9-magnitude na lindol sa Cebu
 
Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na tiyakin ang agarang pagbibigay ng tulong at rehabilitasyon sa mga komunidad na naapektuhan ng 6.9-magnitude na lindol sa Cebu noong Martes ng gabi—na nagdulot ng pagkasawi ng hindi bababa sa 20 katao, pagkasugat ng dose-dosenang iba pa, pagkasira ng mga heritage churches at iba pang istruktura, at pagkawala ng kuryente sa ilang bahagi ng Visayas—hinimok ni Department of Budget and Management (DBM) Amenah Pangandaman ang mga ahensya ng pamahalaan na agad gamitin ang kanilang Quick Response Funds (QRF).
 
Ang QRF ay nagsisilbing pondo de-reserba para sa mga agarang programa ng relief at recovery, upang mapabilis ang pagbabalik sa normal ng pamumuhay sa mga komunidad na tinamaan ng kalamidad gaya ng lindol at bagyo.
 
Ipinapaabot po natin ang ating panalangin sa mga pamilyang nawalan ng mahal sa buhay at sa lahat ng patuloy na dumaranas ng hirap mula sa trahedyang ito. Sa ganitong mga pagkakataon, hindi dapat nade-delay ang tulong ng pamahalaan. May nakalaang Quick Response Fund ang mga ahensya gaya ng DSWD, DPWH, at OCD na maaari nang gamitin para agarang maihatid ang tulong sa mga apektado. Nariyan din po ang ating NDRRM Fund na handang tugunan ang mas malakihang pangangailangan, kabilang ang pagkukumpuni ng mga nasirang pasilidad at heritage sites, upang masigurong agad na makabangon ang ating mga komunidad,” ani Secretary Pangandaman.
 
Inatasan din ni Sec. Amenah ang DBM at PS regional office sa Cebu at mga karatig-lugar na agad tiyakin ang kaligtasan ng kanilang mga kawani, magsumite ng ulat, at magsagawa ng inspeksyon sa mga gusali ng DBM at PS.
 
Gayundin, inutusan ang mga regional office ng DBM sa Central at Eastern Visayas na makipag-ugnayan sa kanilang counterpart sa Office of Civil Defense (OCD) upang matukoy ang mga pangangailangan kung saan maaaring makatulong ang DBM.
 
Maaaring humiling ng replenishment mula sa DBM ang mga ahensya kapag nabawasan ng hanggang limampung porsyento (50%) ang kanilang QRF.
 
Kabilang sa mga ahensyang may nakalaang QRF ang Department of Health (DOH), Department of the Interior and Local Government (DILG), Department of Public Works and Highways (DPWH), Department of National Defense–Office of Civil Defense (DND–OCD), Department of Education (DepEd), Department of Social Welfare and Development (DSWD), Department of Transportation–Philippine Coast Guard (DOTr–PCG), National Irrigation Administration (NIA), at Department of Agriculture (DA).
 
As of 01 October 2025, ang pondo ng National Disaster Risk Reduction and Management Fund (NDRRMF) ay nasa ₱8.008 bilyon. Ang pondong ito ay nakalaan upang suportahan ang emergency relief at rehabilitasyon sa mga lugar na tinamaan ng kalamidad, kabilang ang pagkukumpuni at muling pagtatayo ng mga pampublikong pasilidad at iba pang capital expenditures na kailangan para sa disaster response.
 
Iniulat ng Philippine Institute of Volcanology and Seismology (Phivolcs) na ang lindol ay unang naitala sa magnitude 6.7 bago itinaas sa 6.9. Naganap ito alas-9:59 ng gabi, may episentro na 21 kilometro hilagang-silangan ng Bogo City, Cebu. Samantala, unang iniulat ng U.S. Geological Survey ang magnitude 7.0 bago rin ito ibinaba sa 6.9.
