Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman assured the public today that the government has enough funds to respond to areas that will be affected by Super Typhoon “Nando” (international name: Typhoon Ragasa).
_“Utos po ni Pangulong Bongbong Marcos na agad nating suportahan ang mga kababayan nating maaapektuhan ng Super Typhoon Nando, maging ang mga frontline agencies na nagtatrabaho para masigurong agad silang matututulungan. Rest assured that on the part of the DBM, may nakahanda po tayong pondo para rito,” Secretary Amenah Pangandaman said._
As of 22 September 2025, the National Disaster Risk Reduction and Management Fund (NDRRMF) stands at ₱8.633 billion. This fund supports aid, relief, and rehabilitation services for calamity-hit communities, as well as the repair and reconstruction of permanent structures and other capital expenditures for disaster operations.
Secretary Amenah also explained that frontline agencies may tap their Quick Response Funds (QRFs)—a built-in stand-by fund for disaster preparedness, relief, and rehabilitation efforts during calamities. These include the Department of Public Works and Highways (DPWH), the Department of National Defense (DND)–Office of Civil Defense (OCD), the Department of Education (DepEd), the Department of Social Welfare and Development (DSWD), and the Department of Agriculture (DA), all of which have built-in QRFs to ensure immediate action during emergencies.
Unlike the NDRRMF, QRFs do not require NDRRMC recommendation or presidential approval before use. Moreover, once at least 50% of an agency’s QRF has been utilized, the agency may already request replenishment from the DBM.
_“Hindi po dapat mag-alala ang ating mga kababayan. May sapat po tayong pondo at sisiguraduhin ng DBM na mabilis ang pagproseso, basta’t kumpleto at maayos ang dokumento,” Sec. Amenah added._
She also issued a strong appeal to government agencies: _“Ang pondo pong inilalabas ng DBM ay para sa ating mga kababayan na higit na nangangailangan. Kaya naman nananawagan kami sa lahat ng ahensya—siguraduhin po natin na bawat sentimo ay makarating agad sa tamang benepisyaryo.”_

DBM Sec. Amenah Pangandaman: PBBM Admin, may sapat na pondo para tumugon sa Super Typhoon “Nando”
Tiniyak ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman sa publiko ngayong araw na may sapat na pondo ang gobyerno para tumugon sa mga lugar na maaapektuhan ng ng Super Typhoon “Nando” (international na pangalan: Typhoon Ragasa).
_“Utos po ni Pangulong Bongbong Marcos na agad nating suportahan ang mga kababayan nating maaapektuhan ng Super Typhoon Nando, maging ang mga frontline agencies na nagtatrabaho para masigurong agad silang matututulungan. Rest assured that on the part of the DBM, may nakahanda po tayong pondo para rito,”_ pahayag ni Secretary Amenah Pangandaman.
Mula 22 September 2025, ang National Disaster Risk Reduction and Management Fund (NDRRMF) ay nagkakahalaga ng ₱8.633 bilyon. Sinusuportahan ng pondong ito ang aid, relief, at rehabilitation services para sa mga komunidad na tinamaan ng kalamidad, gayundin ang repair at reconstruction ng permanenteng istraktura at iba pang mga capital expenditure para sa mga disaster operation.
Ipinaliwanag din ni Secretary Amenah na maaaring gamiting ng mga frontline agencies ang kanilang Quick Response Funds (QRFs)—isang built-in stand-by fund para sa disaster preparedness, relief, at rehabilitation efforts sa oras ng mga kalamidad. Kasama rito ang Department of Public Works and Highways (DPWH), Department of National Defense (DND)–Office of Civil Defense (OCD), Department of Education (DepEd), Department of Social Welfare and Development (DSWD), at ang Department of Agriculture (DA), na lahat ay may built-in QRF para siguruhin ang maagap na aksyon sa oras ng emergencies.
'Di gaya ng NDRRMF, hindi kailangan ng mga QRF ang rekomendasyon mula sa NDRRMC o presidential approval bago gamitin. Higit pa, sa sandaling nagamit na ang 'di bababa sa 50% ng QRF ng ahensya, maaari na itong magrequest ng replenishment mula sa DBM.
_“Hindi po dapat mag-alala ang ating mga kababayan. May sapat po tayong pondo at sisiguraduhin ng DBM na mabilis ang pagproseso, basta’t kumpleto at maayos ang dokumento,”_ dagdag ni Sec. Amenah.
Nagbigay din siya ng malakas na apela sa mga ahensya ng gobyerno: _“Ang pondo pong inilalabas ng DBM ay para sa ating mga kababayan na higit na nangangailangan. Kaya naman nananawagan kami sa lahat ng ahensya—siguraduhin po natin na bawat sentimo ay makarating agad sa tamang benepisyaryo.”
