DBM Press Release

In a celebration of grit, service, and heroism, Department of Budget and Management (DBM) Secretary Amenah Pangandaman commended this year’s Metrobank Foundation Outstanding Filipinos, urging them to continue transforming lives and fueling nation-building through their work in classrooms, communities, and frontlines.
The Budget Secretary, who served as co-chairperson of the Final Board of Judges, shared how deeply moved she was by the stories of this year's awardees.
“The success of a nation does not rest solely on its leaders or government. It depends on the hard work and dedication of our teachers, police officers, and soldiers—the pillars of our society who guide our youth, uphold justice, and protect peace in our communities,” said Secretary Pangandaman.
“Our nominees showed us that everyone has the power to spark change—whether through small acts of kindness or extraordinary sacrifice,” she reflected. “They strengthen our institutions, fuel trust in government, and create the foundation for inclusive growth. This is what true nation-building looks like,” she added.
This year’s awardees are 10 remarkable Filipinos whose everyday service has left a lasting impact in society. From the police force, the honorees are PMAJ Elmira A. Relox of the Bangsamoro Autonomous Region, PCOL Frederick E. Obar of Quezon City, and PMSg Ivan A. Velasco of Manila. Representing the military are UO1 Anro Anthony M. Turallo, PN of Cavite City, Col. Ricky L. Canatoy, PA (MNSA) of Misamis Oriental, and Col. Joey T. Fontiveros, PA (GSC) of Quezon City. In the field of education, the awardees are Noel V. Sadinas of Nueva Vizcaya, Amando Perfecto C. Molin of Laguna, Mylene M. Uy, DSc of Lanao del Norte, and Angelo Mark P. Walag, PhD of Cagayan de Oro City.
“Hindi po naging madali ang pagpili ng ating awardees, pero napakaganda ng naging proseso. Sa bawat kwento na ating sinuri, nakita natin hindi lang ang tagumpay ng isang indibidwal, kundi ang pag-asa para sa mas matatag na Bagong Pilipinas,” the DBM Secretary shared.
The conferment ceremony held on September 5, 2025, spotlighted these awardees as living reminders that progress is powered not only by programs and budgets, but also by people’s service and compassion—ordinary Filipinos doing extraordinary things.
Secretary Amenah also thanked the Metrobank Foundation for keeping alive the tradition of honoring “new heroes” in public service. “Greatness is not found in titles, but in the heart to serve and the courage to uplift others. Today, we celebrate that greatness—alive in every Outstanding Filipino.”
