
In line with the directive of President Bongbong Marcos to enhance transparency and accountability in the implementation of government programs, Department of Budget and Management (DBM) Secretary Amenah Pangandaman assured the public that they can expect stronger and more efficient online monitoring of government infrastructure projects with the support of additional agencies collaborating on the implementation of the Digital Information for Monitoring and Evaluation, or Project DIME.
Secretary Amenah made the statement before the Senate Blue Ribbon Committee, headed by Senator Rodante Marcoleta, as the panel resumed its hearing today, 08 September 2025, on the alleged anomalous flood control projects.
Project DIME is one of DBM’s flagship digitalization initiatives. It promotes transparency by providing relevant information about project status and progress, including completion rates, funding sources, implementing agencies, and the names of contractors.
“Secretary, kamakailan ay nag-launch po kayo ng Digital Information for Monitoring and Evaluation. Ito po ’yung DIME. Maganda po ito,” Senator Marcoleta said, stressing the importance of public access to data on government projects, especially amid widespread frustration over flood control projects.
In response, Sec. Amenah noted that Project DIME undergoes continuous improvement to establish an effective, technology-enabled participatory validation and reporting mechanism for selected government infrastructure projects.
“Meron pong innovation ’yung sa Project DIME po natin. Hindi po ito kailangan ng satellite kung gusto pong mag-access. At ’yung unang innovation po dito, sinama na po natin ’yung UP, University of the Philippines, ’yung Project NOAH,” Sec. Amenah said.
Earlier this year, the DBM entered into an agreement with the UP Nationwide Operational Assessment of Hazards (UP-NOAH) Center to further enhance Project DIME by integrating disaster risk reduction strategies and ensuring that government projects are resilient to natural hazards.
She also mentioned that Project DIME promotes stronger citizen participation by allowing the public to post feedback through the website. Sec. Amenah emphasized that the DBM will continue to collaborate with other agencies to further strengthen the implementation of Project DIME.
“In-open na po namin ‘yung site but we’re still continuing po. In fact, sasama na rin po dito sa project na ’to ang DENR, ang Philippine Space Agency, pati ang Department of Energy at tsaka DOST po,” according to Sec. Amenah.
In an ambush interview following the Senate hearing, Secretary Amenah shared that she is elated more lawmakers are now aware of the DBM’s efforts to improve transparency and citizen participation through technology.
“Natutuwa naman ako na nabalitaan nila [lawmakers] ’yung ginagawa natin for Project DIME. We will continue to collaborate with other agencies to make sure na magiging successful ’yung Project DIME natin,” Secretary Amenah said.

Alinsunod sa direktiba ni Pangulong Bongbong Marcos na paigtingin ang transparency at accountability sa pagpapatupad ng mga programa ng gobyerno, tiniyak ni Department of Budget and Management (DBM) Secretary Amenah Pangandaman sa publiko na maaasahan nila ang mas malakas at mas mahusay na online monitoring ng mga proyektong pang-imprastraktura ng gobyerno sa suporta ng mga karagdagang ahensya na nagtutulungan sa implementasyon ng Digital Information for Monitoring and Evaluation, o Project DIME.
Ito ang pahayag ni Secretary Amenah sa harap ng Senate Blue Ribbon Committee, na pinamumunuan ni Senator Rodante Marcoleta, sa pagpapatuloy ng panel sa pagdinig nito kahapon, ika-8 ng Setyembre 2025, sa umano'y maanomalyang flood control projects.
Ang Project DIME ay isa sa mga flagship digitalization initiatives ng DBM. Itinataguyod nito ang transparency sa pamamagitan ng pagbibigay ng mahahalagang impormasyon tungkol sa status at progreso ng proyekto, kabilang ang completion rates, funding sources, implementing agencies, at ang mga pangalan ng mga kontratista.

Bilang tugon, binanggit ni Sec. Amenah na ang Project DIME ay tuluy-tuloy na pinabubuti upang maitatag ang isang epektibo, technology-enabled na participatory validation at reporting mechanism para sa mga piling government infrastructure projects.

Kamakailan lang, pumirma sa isang kasunduan ang DBM at UP Nationwide Operational Assessment of Hazards (UP-NOAH) Center upang higit pang pahusayin ang Project DIME sa pamamagitan ng pagsasama ng mga disaster risk reduction strategies at pagtiyak na ang mga proyekto ng gobyerno ay matatag laban sa natural hazards.
Binanggit din niya na ang Project DIME ay nagtataguyod ng mas malakas na partisipasyon ng mga mamamayan sa pamamagitan ng pagpapahintulot sa publiko na mag-post ng feedback sa website. Binigyang-diin ni Sec. Amenah na patuloy na makikipagtulungan ang DBM sa iba pang ahensya para Lalo pang mapalakas ang pagpapatupad ng Project DIME.
