Department of Budget and Management (DBM) Secretary Amenah Pangandaman asserts that contractors behind anomalous flood control projects will be prohibited from participating in any procurement projects of the government.

 

Following the directive of no less than President Ferdinand R. Marcos, Jr. to blacklist contractors found guilty of involvement in anomalous flood control projects, the Procurement Service - Department of Budget and Management (PS-DBM) has earlier cancelled the Philippine Government Electronic Procurement System (PhilGEPS) membership of nine (9) companies associated Ms. Sarah Discaya.

 

The PS-DBM is likewise on high alert to cancel the PhilGEPS membership of more companies, such as SYMS Construction Trading and Wawao Builders, upon issuance of the official blacklisting order from the Department of Public Works and Highways (DPWH).

 

“Kung matatandaan n’yo po, ipinag-utos ng ating Pangulo na i-blacklist ang mga contractor na sangkot sa ma-anomalyang flood control projects. Nakasaad po ‘yan sa ating New Government Procurement Act na ang implementing agency ang kayang mag-blacklist ng contractors nila. Malinaw po ‘yan, may proseso po ‘yan. At kami naman po, sa PS-DBM, handa kaming ikansela ang iba pang kumpanyang ito sa PhilGEPS para hindi na sila makasali sa procurement activities ng gobyerno,” Sec. Amenah said.

 

The cancellation of PhilGEPS membership in the event of blacklisting is in accordance with the provisions of Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA) and its Implementing Rules and Regulations. This consequently removes the companies' records from the PhilGEPS registry, and therefore totally prohibits them from joining any procurement project of the government.

 

The declaration of newly appointed DPWH Secretary Vince Dizon to disqualify government's top flood control contractors stems from witnessing the non-existent or poor-quality flood control projects worth millions of public funds.

 

With the investigation now in full swing, the PS-DBM, led by Executive Director (ED) Genmaries "Gen" Entredicho-Caong, commits to advancing transparency in search of the truth.

 

"Batid po namin sa PS-DBM ang aming responsibilidad na umagapay sa ibang sangay at kawani ng pamahalaan na tiyaking walang korapsyon sa gobyerno, lalong-lalo na sa aspeto ng public procurement," ED Gen said, emphasizing PhilGEPS as the primary source of government procurement information and the main channel in the government's conduct of all its procurement activities.

 

Sec. Amenah also recently met with Sec. Vince Dizon to discuss the extensive review of the DPWH budget for 2026, forming part of the vigorous efforts to restore public trust.

Iginiit ni Department of Budget and Management (DBM) Secretary Amenah Pangandaman na bawal nang makasama sa kahit anong procurement projects ng gobyerno ang mga kontraktor sa likod ng mga maanomalyang flood control projects.

 

Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos, Jr. na i-blacklist ang mga contractor na mapapatunayang guilty sa pagkakasangkot sa maanomalyang mga flood control projects, kinansela na ng Procurement Service - Department of Budget and Management (PS-DBM) ang Philippine Government Electronic Procurement System (PhilGEPS) membership ng siyam (9) na kumpanyang nauugnay kay Ms. Sarah Discaya. Naka-high alert din ang PS-DBM para kanselahin ang PhilGEPS membership ng iba pang kumpanya, tulad ng SYMS Construction Trading at Wawao Builders, oras na maglabas ng official blacklisting order ang Department of Public Works and Highways (DPWH).

Ayon sa Republic Act No. 12009 o ang New Government Procurement Act (NGPA) at Implementing Rules and Regulations nito, binibigyang bisa ng blacklisting ang kanselasyon ng PhilGEPS membership. Sa pagkakataong ito, mabubura din sa PhilGEPS registry ang impormasyon tungkol sa blacklisted companies, dahilan upang tuluyan silang hindi makalahok sa mga procurement projects ng gobyerno.

 

Mula mismo kay DPWH Secretary Vince Dizon ang deklarasyon na gawing diskwalipikado ang nasabing contractors na may mga pinakamalalaking flood control projects matapos niyang personal na makita ang kawalan o kababaan ng kalidad ng mga ito gamit ang pondo ng bayan.

 

Sa patuloy na pag-usad ng imbestigasyon, mariing isinusulong ng PS-DBM, sa ilalim ng pamumuno ni Executive Director (ED) Genmaries “Gen” Entredicho-Caong, ang paninindigan sa katotohanan.

 

"Batid po namin sa PS-DBM ang aming responsibilidad na umagapay sa ibang sangay at kawani ng pamahalaan na tiyaking walang korapsyon sa gobyerno, lalong-lalo na sa aspeto ng public procurement," saad ni ED Gen kaugnay ng pinalawig na mandato ng PhilGEPS sa ilalim ng bagong batas sa procurement.

 

Kamakailan lang ay nakipagpulong din si Sec. Amenah kay Sec. Vince Dizon upang komprehensibong siyasatin ang panukalang budget ng DPWH para sa taong 2026—patunay sa adhikain ng gobyerno na ibalik ang tiwala at kumpyansa ng mamamayan na buong-loob na sinusuportahan ng PS-DBM.
