In line with the directive of President Bongbong Marcos, Department of Budget and Management (DBM) Secretary Amenah Pangandaman approved the release of a total of P6.767 billion to cover the payment of Public Health Emergency Benefits and Allowances (PHEBA) of health and non-health care workers (HCWs and non-HCWs).
The amount covers a total of 1,411,546 claims from 2021 to 2023 from local government units and private health facilities, state universities, and other institutions across various regions.
"Bilang pagsunod po sa direktiba ng ating Pangulong Bongbong Marcos, at dahil po batid natin ang kahalagahan ng serbisyo ng ating mga manggagawa sa health sector lalo na noong pandemya, inaprubahan po natin ang pagre-release ng SARO (Special Allotment Release Order) para sa Department of Health (DOH) sa halagang P6.7 billion para mabayaran 'yung idineklarang pinal na balanse ng ating gobyerno para sa Health Emergency Allowance (HEA) ng mga healthcare and non-healthcare workers," Sec. Amenah said.
In 2024, the DBM has already released a total of P121.325 billion to cover the PHEBA and other allowances of eligible HCWs and non-HCWs. This includes the health emergency allowance (P27.383 billion) and COVID-19 compensation package (P70.7 million) pursuant to the DOH report of validated claims as of 26 April 2024.
On 17 February 2025, during the Monthly Economic Managers' Meeting, the DOH presented an updated request for additional funds amounting to P6.727 billion.
 
"Kung matatandaan n'yo po, July last year, nag-release na po tayo ng higit P27 billion para ma-cover ang idineklara ng DOH na balanse sa HEA. Suma-total, last year, higit P121 billion na po ang ini-release ng DBM para mabayaran 'yung PHEBA ng ating mga healthcare and non-healthcare workers. This latest release po, amounting to P6.767 billion is in line with the updated request of DOH. Alinsunod din po ito sa utos sa ating ng ating Pangulo na 'wag pabayaan ang ating mga health workers," Sec Amenah said.
"Muli, nakikiusap po tayo sa DOH na sana po, maipamigay na sa lalong madaling panahon itong ating latest release para sa Public Health Emergency Benefits and Allowances ng ating mga manggagawa sa health sector. Matagal na po nilang hinihintay 'yan," Sec. Amenah added.
 
The fund was charged against the Strengthening Assistance for Government Infrastructure and Social Programs (SAGIP) under the Unprogrammed Appropriations of FY 2025 General Appropriations Act.

Alinsunod sa utos ni PBBM, DBM, nagpalabas ng P6.767 bilyon para mabayaran ang bakanse sa health emergency allowance ng kwalipikadong health care at non-health care workers
 
Alinsunod sa direktiba ni Pangulong Bongbong Marcos, inaprubahan ni Department of Budget and Management (DBM) Secretary Amenah Pangandaman ang pagpapalabas ng kabuuang P6.767 bilyon para mabayaran ang Public Health Emergency Benefits and Allowances (PHEBA) ng health at non-health care workers (HCWs at non-HCWs)
 
Sakop ng halaga ang kabuuang 1,411,546 claims mula 2021 hanggang 2023 mula sa local government units at private health facilities, state universities, at iba pang institusyon mula sa iba't ibang rehiyon.

Noong 2024, nakapagpalabas na ang DBM ng kabuuang P121.325 bilyon para mabayaran ang PHEBA at iba pang allowances ng kwalipikadong HCWs and non-HCWs. Kasama rito ang health emergency allowance (P27.383 billion) at COVID-19 compensation package (P70.7 million) alinsunod sa validated claims ng  DOH report noong 26 April 2024.
Noong ika-17 ng Pebrero 2025, sa Monthly Economic Managers' Meeting, iprinisenta ng DOH ang updated request para sa karagdagang pondo na nagkakahalaga ng P6.727 billion.
