The Development Budget Coordination Committee (DBCC), chaired by Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman, briefed the House Committee on Appropriations on the FY 2026 National Expenditure Program (NEP) on August 18, 2025.
Secretary Pangandaman highlighted that the proposed FY 2026 national budget, with the theme, “Agenda for Prosperity: Nurturing Future-Ready Generations to Achieve the Full Potential of the Nation,” will prioritize upholding the fundamental rights of the Filipino people: the right to learn, the right to be healthy, the right to live with dignity, and the right to food security.
“This theme reflects our commitment to ensure that the budget not only meets our economic targets but becomes more about truly uplifting the lives of our people, especially the next generations,” the Budget Chief stated.
In line with this commitment, 34.1 percent of the proposed National Budget will be allocated to the Social Services sector with Php 2.314 trillion, and the Economic Services sector with 27.5 percent or Php 1.868 trillion, to fund priority projects on education, health, social protection, agriculture, and infrastructure.
Meanwhile, DOF Secretary and DBCC Co-Chairperson Ralph G. Recto; Vice Chairperson and Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio M. Balisacan; and Bangko Sentral ng Pilipinas (BSP) Deputy Governor Zeno Ronald R. Abenoja provided updates on the macroeconomic assumptions, fiscal targets, and economic advancements which guided the development of the proposed budget.
In his opening remarks, House Speaker Ferdinand Martin G. Romualdez reaffirmed the House of Representatives' commitment to thoroughly scrutinize, question, and deliberate on the proposed FY 2026 budget to uphold the best interests of the Filipino people.
“At the heart of our collaboration lies a common goal: to deliver a better, more dignified life for every Filipino family,” the House Speaker emphasized.
Furthermore, House Committee on Appropriations Chairperson Mikaela Angela B. Suansing also highlighted that the deliberations on the proposed FY 2026 National Budget is crucial in safeguarding the Filipino people’s faith in the budget process and in securing the country’s economic future for generations to come.
The proposed FY 2026 national budget of Php 6.793 trillion is equivalent to 22.0 percent of the country’s gross domestic product (GDP) and is higher by 7.4 percent than this year’s national budget.
