Our Story

The national budget is one of the most important documents the Philippine government produces each year. It reflects the country’s priorities: from the schools, roads, hospitals, and infrastructure being funded to the communities being supported. In the past, however, this dense and highly technical document remained largely inaccessible to the very people it was meant to serve.

The DBM OpenBudget is the Philippine government’s way of showing exactly where public money goes, in a comprehensive, searchable, and user-friendly platform for everyone.

By consolidating the National Expenditure Program, General Appropriations Act, allotments, obligations, and disbursements into a single, intuitive system, OpenBudget allows citizens to track government spending department by department, agency by agency, year by year.

This platform is part of a bigger commitment that the Philippines is serious about open government, and we're not slowing down. We're raising the bar for every Filipino who deserves to know where their taxes go.

Open government is a global commitment. Independent international bodies measure it, and the results reveal that the Philippines is leading in our region.

Being ranked among the leading countries in Asia & Pacific is something to be proud of.

But more than a ranking, it's a reminder that the reforms we've made are working — and that we need to keep going. OpenBudget is how we go further.
