As part of its continuing commitment to developing a competent, resilient, and financially empowered workforce, the Department of Budget and Management Regional Office XIII (DBM RO XIII) successfully conducted a Learning Session on "Financial Literacy: Personal Finance" last July 15, 2026. The activity underscored the agency's recognition that financial literacy is an essential life skill that contributes not only to personal well-being but also to organizational excellence.

The program formally opened with an inspiring message from Regional Director Maria Fe D. Jagna, who emphasized that behind every budget, report, and financial transaction are dedicated public servants whose personal financial well-being is essential to their overall effectiveness and commitment to public service. Her message highlighted that an empowered workforce begins with employees who are equipped to make informed financial decisions in their own lives.

To provide expert insights on the subject, DBM RO XIII invited Mr. Seer A. Manlantao, Senior Research Specialist of the Bangko Sentral ng Pilipinas (BSP), Mindanao Regional Office – Regional Economic Affairs Staff (MRO-REAS), as the resource speaker. Mr. Manlantao delivered an engaging and practical discussion on the core  principles of personal finance, highlighting the

importance of financial planning, disciplined budgeting, regular saving, responsible borrowing, and building an emergency fund to prepare for financial uncertainties.

 

Throughout the session, participants gained valuable insights into making informed financial decisions, distinguishing needs from wants, managing debt responsibly, and adopting financial practices that support long-term stability. The interactive discussion encouraged employees to reflect on their own financial behaviors and identify practical steps toward achieving greater financial security.
