A Strategic Step Toward CSC PRIME-HRM Level 2 Accreditation: Strengthening Human Resource Systems Through Benchmarking

As part of its continuing commitment to excellence in human resource management, the Department of Budget and Management Regional Office X, headed by Regional Director Nonito H. Dela Cruz together with Acting Assistant Regional Director Eunice B. Villamor, conducted a benchmarking activity on May 13, 2026, with the DBM Regional Office XIII to gain valuable insights and best practices in preparation for its journey toward achieving the Civil Service Commission’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Level 2 Accreditation.
Joining the management team of DBM RO X were Chief Administrative Officer (CAO) Jezreel Mark C. Baltazar, Ms. Agnes Caryl P. Rendal, Mr. Mark Anthony T. Caylo, and Ms. Czarina B. Pamugas, who actively participated in the discussions and knowledge-sharing sessions focused on strengthening human resource systems and practices.

The delegation from DBM RO X was warmly welcomed by Regional Director Maria Fe D. Jagna, CESO III, who joined via online platform, and Assistant Regional Director Jenneth C. Partosa. Also present from DBM RO XIII were CAO Oliver Wendell C. Tiu, CBMS Paul A. Abarca, CBMS Elvin D. Chatto, CBMS Arturo D. Malicay, Jr., Ms. Judi D. Acdal, Ms. Trishia T. Lacuin, and Ms. Pia Mae P. Bote.


The benchmarking activity served as an avenue for the exchange of best practices, experiences, and strategies related to PRIME-HRM implementation, particularly in the areas of Recruitment, Selection and Placement, Learning and Development, Performance Management, and Rewards and Recognition. DBM RO XIII shared valuable insights on its HR systems, policy development, documentation processes, and compliance mechanisms aligned with CSC PRIME-HRM standards.

Through the activity, DBM RO X gained a deeper understanding of the requirements and institutional practices necessary for PRIME-HRM Level 2 Accreditation. The discussions highlighted the importance of leadership support, employee engagement, effective records management, and continuous capability-building in sustaining quality human resource management systems.
The benchmarking initiative reaffirmed DBM RO X’s commitment to organizational excellence and continuous improvement in public service delivery. Equipped with the learnings and best practices shared by DBM RO XIII, DBM RO X office is optimistic and steadfast in strengthening its human resource management programs and fostering a culture of meritocracy, professionalism, and excellence in the workplace.
