In January 1977 when decentralization policy was implemented during the Marcos Regime, there were only four Regional Offices of the Department of Budget and Management (then Ministry of the Budget) were originally created. Though Region VIII was not one of these, Regional Office C based in Cebu City was tasked to service the Eastern Visayas.

On June 1, 1978, however, MB-District VIII was created per Office Order 78-171. The creation of MB-DO VIII, and similar District Offices in the rest of the country where MB-ROs already existed, supplemented by Office Order No. 78-344 (November 6, 1978) assigning Budget Field Officer Manuel I. Bernal as Officer-in-Charge of the newly created MB-DO VIII. The first office of DO-VIII was on the second floor of the Yutangco Building at 195 P. Burgos St. in downtown Tacloban.

Per Office Order No. 83-42 dated January 7, 1983, upgraded District Office VIII of by then Office of Budget and Management to Sub-Regional Office C-1 and designated incumbent OIC Bernal as Assistant Regional Director. He had a staff of four people, two whom remained in what is now DBM-RO VIII up to this day – Tomas S. Songalia (+) and Imelda C. Laceras.

In 1986, the pioneer director of DBM-RO V (Legazpi) was assigned to take the helm of the Sub-Regional Office. Director Catalina Orendain assumed her post on August 25, 1986 per Office Order No. 127-86. She brought along a lone staff from RO V, Maria Alim.

Serve as the office of the RO VIII, the Yutangco Building for 12 years, with three directors and two OICs take the helm: Catalina Orendain (Director, 1986-1989), Carmencita Jereza (OIC-1989-1992), Remedios Marquez (Director, 1992-1993), Imelda C. Laceras (OIC-1993-1997), and Manuel Bernal (Director, 1997-2003).

From the pioneer group of six people at the time of Director Orendain, DBM RO VIII by 1996 had 22 personnel deployed in four divisions - Technical Divisions A, B, and C; and the Administrative Section.

In 1997, returnee Director Bernal, focused on acquiring a new office building for the growing RO.

In February 1999, the search for a new building bore fruit. It was located just across Yutangco, at 211 TCS Building, P. Burgos St., Tacloban City. Negotiations, nevertheless, with the Provincial Government of Leyte for a donated lot in Candahug, Palo, Leyte which houses the Region’s government center were pursued for RO VIII to have a home of its own.

In 2003, during the time of the incumbent Director Imelda C. Laceras, the search for a home centered on foreclosed properties. Finally, a two-storey edifice in Marasbaras, Tacloban became available. The property (with lot area of 2268 sq.m) was foreclosed to a private bank. The DBM-RO VIII acquired the property in 2004. DBM ROVIII occupied the building in September 2005, and had it blessed in the Catholic tradition on December 8, 2005.

Fast forward, the expanded building, comfortably houses the 4 divisions of the Regional Office, the Procurement Service-Tacloban Depot, and the Gender and Development (GAD) Center.

Located in a province with a colorful history, including the landing of General Mac Arthur in Leyte Gulf, RO VIII prides itself with the hard work and results.
