Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman approved on Friday, 29 July 2022, the release of the Notice of Cash Allocation (NCA) amounting to P8,053,474,140 to the Department of Agriculture (DA) for the provision and distribution of P5,000 in subsidy to 1,563,781 eligible rice farmers on the 3rd and 4th quarter of 2022.
The release of the NCA is in line with the implementation of the Rice Farmers' Financial Assistance (RFFA) program, in order to provide support to rice farmers affected by the Rice Tariffication Law.
"Our farmers deserve our help and care. The immediate release of cash assistance could provide relief to our rice farmers given the recent natural calamities they experienced," Budget Secretary Amenah Pangandaman said.
"This unconditional cash assistance could also provide aid to the rice farmers in securing farm inputs such as fertilizer and oil farm machinery," Secretary Pangandaman added.
The NCA likewise covers the service fee, including the cost of card generation, for the Rice Competitive Enhancement Fund-RFFA under the Development Bank of the Philippines (DBP).

On behalf of the officials and employees of the Department of Budget and Management (DBM), I wish to express my heartfelt condolences to the family and friends of His Excellency former President Fidel V. Ramos, who passed away today, 31 July 2022.
President Ramos served as the 12th President of the Philippines from 1992 to 1998. It was during his administration that the Philippines, under his vision "Philippines 2000", became the "tiger cub economy in Asia," as he was widely credited for spearheading economic reforms in the country.
We remember President Ramos as a strong and decisive leader under whose administration government budgeting took on the mission of becoming an instrument for economic growth. In 1992, his administration's Medium-Term Philippine Development Plan (MTPDP) made improving the quality of life of every Filipino its development vision.
As tributes pour in remembering the legacy of the former President, we will honor him by continuing to work hard to achieve our common dream of a better nation for all.
May the Lord bless His diligent servant who worked hard for the upliftment of the Filipino people.

Following the eight-point socioeconomic agenda of the Marcos administration, the Department of Budget and Management (DBM), under the leadership of Secretary Amenah F. Pangandaman, shall spearhead the ‘First 100-day Roadmap on Digitalization’ which aims to enhance bureaucratic efficiency and ensure sound fiscal management.
“Digitalization is our way forward. Like what President Marcos said, it is the 4th industrial revolution. We are entering an age of rapid technological advancement. And so we have to adapt,” DBM Secretary Amenah F. Pangandaman said.
During his first State of the Nation Address (SONA), President Bongbong Marcos highlighted the importance of digitalization in public service.
“As the world moves into rapid digitalization, the digital divide will become more pronounced. The depth and breadth at which these technologies will be transformative in our lives is fully expected”, President Marcos expressed.
The First 100-Day Roadmap will explore the capabilities of cloud infrastructure and Application Programming Interfaces (APIs) for real-time processing of government service, as well as blockchain technology for decentralized transparency.
