HOW FUNDS ARE RELEASED
1. To authorize the agency to enter into obligation or commitment :
GENERAL ALLOTMENT RELEASE ORDER (GARO)
Releases for  regular operating and capital outlay requirements of agencies;
released by program/project/activity
SPECIAL ALLOTMENT RELEASE ORDER(SARO)
Releases for appropriations requiring special clearances or authority
Both GARO and SARO are based on the AGENCY BUDGET MATRIX (ABM)
HOW FUNDS ARE RELEASED
2.  To pay obligations:
NOTICE OF CASH ALLOCATION (NCA)
the initial NCA is released automatically to cover the first two months or quarter requirements;
subsequent NCA releases are based on agency report on requirements and utilization;
Releases follow the common fund concept, that is, allotment class or projects are not specified in the NCA;
