     The  budget  legislation,  second  phase of the budget cycle starts with the 
      submission of the proposed budget by the President and culminates in the
      enacment into law  by  Congress  and the signing/approval of the General 
      Appropriations Act by the President.

      The  legislative  approves   appropriations  in   the  form  of  the  General 
      Appropriations Law (which is the regular form  for  the  national budget),
      Public Works Act (for  infrastructure),  Supplemental Appropriations  Law
      (usuallly  resorted  to  authorized  additional  expenditures  if  there   are 
      additional   revenues ) ,   and   Automatic  Appropriations  (e.g.  for  debt 
      service-interest payments, tax expenditures)
