Fund Source. The amount appropriated herein shall be charged against the ill-gotten wealth forfeited in favor of the Republic of the Philippines pursuant to Supreme Court Decision G.R. No. 152154 dated July 15, 2003, and which forms part of the Agrarian Reform Fund (ARF). 2. Comprehensive Agrarian Reform Program (CARP). Additional requirements for CARP amounting to Twelve Billion Six Hundred Five Million Seven Hundred Sixty Seven Thousand Pesos (P12,605,767,000), inclusive of the Two Billion Five Hundred Fifty Two Million Nine Hundred Twenty Thousand Pesos (P2,552,920,000) for maturing Agrarian Reform Bonds, shall be automatically appropriated pursuant to R.A. No. 6657, as amended, in relation to E.O. No. 229 dated July 22, 1987, and shall be used for the following programs and projects as approved by the Presidential Agrarian Reform Council: 3. Land Owner's Compensation. Collections from the farmers amortization for agrarian reform receivables and loan repayment at the Land Bank of the Philippines, including a portion of advance remittances by farmers on lands already covered by CARP that can be certified as agrarian reform receivables, may be disbursed to augment the appropriations for landowner's compensation. 4. Positions of Undersecretaries and Assistant Secretaries. The positions of Undersecretaries and Assistant Secretaries herein provided in the staffing summary, which are limited to three (3) each, are inclusive of those funded from the Agrarian Reform Fund. 5. Appropriations for Programs and Specific Activities.
