Special Provision(s)

     1.    The amount  appropriated  herein  under  Purpose 1 shall be used to pay pension of AFP retirees, war/military veterans of the Department of
          National Defense (DND)  and  uniformed  personnel of the Department of the Interior and Local Government (DILG), which shall be released and
          administered by the following agencies:

     2.    The amount appropriated herein under Purpose 2 shall be used for the payment of:

             a) Retirement and terminal leave benefits of national government employees;

             b) The  required  national  government share in the retirement benefits of personnel devolved to local government units (LGUs): PROVIDED,
          That the releases for this purpose shall be made to the LGUs concerned through the DBM; and

             c) Retirement  and  terminal leave benefits of personnel of government-owned and/or controlled corporations (GOCCs) which are financially
          unable to pay said benefits,  subject  to  the  submission  of  a  streamlining  program,  as  well  as other measures that will enhance the
          efficiency and effectiveness  of  the  GOCCs  concerned:  PROVIDED,  That the releases for this purpose shall be made to the GOCCs concerned
          through the Bureau of the Treasury.
