Special Provision(s)
ŻŻŻŻŻŻŻŻŻŻŻŻŻŻŻŻŻŻŻŻ
1. Use of Funds for Payment of Other Personnel Benefits. The amount herein authorized for payment of other personnel benefits shall be used for:
a. Payment of deficiencies in authorized salaries, bonuses, allowances, retirement gratuities, terminal leave benefits, associated
expenditures for PAG-IBIG, Health Insurance and Employees Compensation Commission premiums, and similar personnel benefits for national government
employees;
b. Payment of salary adjustment and associated benefits and such other benefits as may be authorized by law or by the President of the
Philippines, including separation and retirement benefits;
c. Retirement or separation benefits in accordance with existing laws of personnel of government-owned and/or controlled corporations
(GOCCs) which are financially unable to pay said benefits, subject to the submission of a streamlining program, as well as other measures that will
enhance the efficiency and effectiveness of the GOCC concerned; and
d. Retirement benefits of personnel devolved to Local Government Units (LGUs) in accordance with existing rules and regulations.
PROVIDED, That in no case shall this Fund be used for the payment of benefits specifically authorized to be charged against savings.
2. Releases to LGUs. Releases against the amount herein appropriated to cover the required national government share in the retirement
benefits of devolved personnel shall be made to the concerned LGUs through the DBM.
3. Releases to GOCCs. Releases against the amount herein appropriated to cover the retirement or separation benefits of personnel of GOCCs
shall be made to the GOCCs concerned through the Bureau of the Treasury.
