Special Provision(s)

1. Use of the Fund. This fund shall be used for:
1.1. Cost differentials in foreign exchange requirements of expenditures authorized in this Act and past years' GAAs, arising from
fluctuations in the exchange rate;
1.2. Payment of back salaries and related personnel benefits and other expenses arising from decision of competent authorities,
including the Supreme Court decision in Administrative Matter No. 91-8-225-C.A. and COA Decision No. 1704;
1.3. Refund of payments, fees and other collections; and
1.4. Replacement of stale and cancelled checks.
Release from this fund shall only be made to the agency if it has no available savings to cover the above items of expenditures.
