OPIF Reference Guide

Guide through Circular Letter No. 2012-9 dated June 13, 2012. This will serve as the official
technical reference guide for National Government departments/agencies in compliance with
NBC No. 532 (Guidelines on the Review of Major Final Outputs (MFOs) and Performance
Indicators (PIs) and Restructuring of Programs, Activities and Projects (PAPs), dated November
28, 2011. Through this publication, the DBM seeks to push for improved and performance-oriented
budgeting as we continue to implement the OPIF in the whole of government.
